| In recent years,there has been a significant disconnect between urban and rural development in China,with the gap between urbanization and rural development becoming increasingly wide.It is difficult for people who migrate to urban areas for employment to obtain the identity of urban residents,nor can they enjoy basic medical,employment,education,and other services.The actual urbanization rate is far lower than the nominal urbanization rate.In response to the problems existing in the development of urbanization,in 2014,the Central Committee of the Communist Party of China and the State Council issued the National Plan for New Urbanization(2014-2020),which explicitly proposed "taking the path of new urbanization with Chinese characteristics that is people-oriented,synchronized with the four modernizations,optimized layout,ecological civilization,and cultural heritage.".In response to the imbalance in urban and rural development,the "Proposal of the Central Committee of the Communist Party of China on Formulating the 14 th Five Year Plan for National Economic and Social Development and the 2035 Vision" issued in November 2020 clearly pointed out that there are many problems in China’s economic and social development,such as the imbalance in urban and rural regional development.The key to solving these problems is to accelerate the construction of new urbanization,while actively promoting the upgrading of rural industrial structure,thereby promoting the integration of urban and rural development.At the 20 th National Congress of the Communist Party of China,new urbanization was regarded as an important driving force for promoting coordinated regional development,promoting a new type of urbanization centered on people,and accelerating the citizenization of agricultural transfer populations.Both the No.1 central document of the Central Government in 2021 and 2022 emphasized the need to accelerate the construction of new urbanization with county towns as an important carrier and promote the integrated development of urban and rural areas.Hubei Province is located in the middle reaches of the Yangtze River,and is the key to connecting the Yangtze River Economic Belt strategy,the Central Rise strategy,and the Western Development strategy,as well as an important link in China’s industrial transfer and undertaking.Therefore,studying the impact of new urbanization in Hubei Province on the upgrading of rural industrial structure has important theoretical and practical significance for China’s urban-rural integration and development.Based on this,this article,based on the panel data of Hubei Province from 2011 to 2020,first evaluates the development level and industrial structure upgrading of new urbanization in Hubei Province,and then analyzes the impact of new urbanization on the upgrading of rural industrial structure using the system GMM model and intermediary effect model.Finally,based on the structure of empirical analysis,corresponding suggestions are given.The main conclusions of this article are as follows:(1)The development level of new urbanization in Hubei Province is relatively low and shows a "N" shaped development trend.The average of the overall new urbanization rate in Hubei Province is 47.27%,which is at a relatively low level and shows a trend of first decreasing,then increasing,and then decreasing.Among various regions,the level of new urbanization in eastern Hubei is significantly higher than that in central and western Hubei,with the lowest level of new urbanization in western Hubei,and only in eastern Hubei,the annual average of new urbanization water is higher than 50%.Among all cities(prefectures),the new urbanization rate of Wuhan and Ezhou is significantly higher than that of other cities(prefectures),with Wuhan being the highest and Enshi being the lowest.(2)Although the overall rural industrial upgrading index in Hubei Province is not high,its development trend is good.The overall rural industrial upgrading index of Hubei Province in each year has not exceeded 0.4,which is at a relatively low level,and there is still large room for upgrading.Horizontally,during the sample period,the overall rural industrial structure upgrading index of Hubei Province showed a trend of first rising and then falling.From the perspective of various regions,the industrial structure upgrading index in central Hubei is significantly higher than that in eastern and western Hubei;From the perspective of each city(prefecture),the upgrading index of rural industrial structure in Wuhan is significantly higher than that of other cities(prefectures),while the upgrading index of industrial structure in Huanggang City,Xianning City,Enshi Prefecture,and Shennongjia Forest District is significantly lower than that of each city(prefecture).(3)The new urbanization rate in Hubei Province has a significant positive impact on the overall situation of Hubei Province,as well as eastern,central,and western Hubei.Human resources have a partial intermediary effect in the impact of new urbanization on the upgrading of rural industrial structure.Based on the above conclusions,the following suggestions are proposed:(1)Deepen the reform of basic systems and promote the development of new urbanization;(2)Fully implement the "one main,two sub multipolar" strategy to promote the coordinated development of new urbanization and rural industrial structure upgrading in various regions;(3)Bring into play the external effects of the urban economy and promote the sustainable development of the rural economy. |
