Research On The Competency Evaluation Of Emergency Management For Municipal Engineering Project Managers Of W Company

In recent years,with the continuous promotion of“New urbanization” policy,the construction of municipal infrastructure in our country is developing steadily.In the face of increasing natural disasters,municipal infrastructure,as the main carrier of urban disasters,determines the carrying capacity of cities.As the first person in charge of municipal emergency engineering construction site,the project manager is a key position in the project management system,whose post competence directly affects the project quality of municipal emergency engineering and the benefit of construction enterprises.At present,the theory of competence has been used to study the competence of emergency management personnel,but there is a lack of targeted research on municipal engineering and other construction fields.Therefore,to explore the factors affecting the municipal engineering project manager's ability of emergency management is beneficial to the improvement of the municipal engineering project manager's ability of emergency management,it is advantageous for enterprises to select and train qualified municipal engineering project managers.Based on the theory of competency and the theory of person-post matching,this paper explores the confirmatory structural model of the competency of Municipal Engineering Project Manager in W Company.First of all,through literature analysis to extract the domestic and foreign experts and scholars on the project manager competency and Emergency Management personnel competency-related features,using expert scoring method for expert advice and factor screening,by using the method of interview,this paper supplements the competency of Municipal Engineering Project Manager in Emergency Management of W company,determines29 features,and finally determines the competency model of Municipal Engineering Project Manager in Emergency Management,it includes professional skills,management ability,professional quality,emergency response ability 4 dimensions and 29 characteristic elements.By analyzing the competency model of Emergency Management of Municipal Engineering Project Manager of W Company,professional skill,management ability,professional quality and emergency response ability have positive effects on project manager competence.Among them,the dimension of emergency response capacity has the greatest influence.According to the research results of the municipal engineering project manager’s competence of Emergency Management in W company,this paper focuses on the above four dimensions,the suggestion of improving the competence of Municipal Engineering Project Manager of W Company in emergency management is put forward,which has a strong inspiration to enterprise personnel training.
