Evaluation Of The Operation And Implementation Effect Of The Long-Term Care Insurance System In Shangrao

Since 2022,China has officially entered the peak period of growth of the elderly population,which means that the aging process of the population continues to accelerate.The large base of the elderly population will also promote the rapid growth of long-term care demand,and at the same time,the shift from family labor to market-oriented labor will also make long-term care for the disabled population gradually evolve into a social risk.Therefore,the long-term care insurance system will play a non-negligible role as a social insurance to resolve long-term care risks.Jiangxi Province entered an aging society in 2005,of which Shangrao City is aging rapidly,and Shangrao City has entered the ranks of severely aging cities by the end of 2022.Since Shangrao was identified as a pilot city for the implementation of long-term care insurance in China in 2017,it has established a long-term care insurance system framework with unified standards,unified treatment and unified financing.The effectiveness and shortcomings of the system need to be analyzed and summarized with the help of effect evaluation,so this thesistakes the implementation effect of the long-term care insurance system in Shangrao City as the evaluation object.First of all,after sorting out the current operation status of long-term care insurance in Shangrao City,an overall understanding of the current system is formed.Secondly,Shangrao Long-term Care Insurance Treatment Recipients and relevant handling institutions were the survey objects,and a questionnaire and semi-structured interview outline were designed,a total of 591 valid questionnaires were collected,and the AHP-fuzzy comprehensive evaluation method was used to evaluate their effects.The results of the study show that since the pilot work was carried out for more than five years,the implementation of the long-term care insurance system in Shangrao City has achieved good results.At the individual level,the long-term care insurance system guarantees the basic health of disabled people and enables them to receive care services that are tailored to their needs;At the family level,its positive effect is to reduce the nursing pressure and financial burden of the families of disabled persons;At the government level,the long-term care work in Shangrao City has been carried out and implemented in the hearts of the people,and various processes such as policy publicity,qualification declaration,disability assessment,and regular return visits have been put in place;From a social point of view,it is conducive to mitigating the risks of long-term care.Based on the fuzzy comprehensive evaluation results,the problems existing in the current long-term care insurance system are summarized: first,it is easy to ignore the diversified needs of disabled people in the implementation of the long-term care insurance system,and the treatment payment methods need to be further expanded;Second,the incentive effect of family care is not good;Third,the supporting system is not perfect,and measures such as the nursing professional training system and the dynamic management system of designated institutions have not been perfected;Fourth,there is a lack of legal protection,and the status of the long-term care insurance system has not yet been clearly defined as a legal guarantee.Therefore,it is necessary to further expand the supply and payment methods of long-term care services,establish a multi-party participation family care incentive mechanism,accelerate the construction of long-term care insurance facilities,and promote the construction of the legal system of long-term care system,so as to promote the orderly and healthy development of the long-term care insurance system nationwide.
