| In recent years,with the aging of the population,the intensification of aging,and the lack of long-term care services,the long-term care security for the disabled has become an important livelihood issue of concern to government policymakers and the public.In this context,the long-term care insurance system came into being.As the first city in the country to explore long-term care insurance,Qingdao started its own pilot program in 2012,and started the first round of pilot programs in 15 cities and 2 key provinces in 2016.Until September 2020,National Healthcare Security Administration and the Ministry of Finance issued the "Guiding Opinions on Expanding the Pilot Program of Long-term Care Insurance System" to expand the pilot program,the longterm care insurance system that solves the problem of long-term care for the disabled elderly has been solved in the pilot program.However,the long-term care insurance system has not formed a mature model at the national level,so the long-term care insurance system is in the process of exploration and formulation.Based on this,this paper takes Qingdao as a typical case of China’s long-term care insurance system independent pilot,from the perspective of the multi-source theory of the policy system,and analyzes the source of problems,policy and politics in the process of policy formulation.As Qingdao’s long-term care insurance policy has evolved directly from the family hospital bed in the medical insurance framework,relevant government departments have worked together to promote the establishment of a long-term care agenda,resulting in the development of Qingdao’s long-term care insurance policy.The problem of geriatric care is not clearly defined,policy recommendations do not comply with some laws and regulations,public policies do not consider departmental effectiveness and the dilemma of insufficient scientific policy formulation.Therefore,from the three levels of the multi-source theory,four optimization suggestions are put forward: scientifically defining long-term care problems,adopting diversified financing channels,encouraging the construction of a service-oriented government,and scientifically formulating long-term care insurance policies,so as to provide reference for improving long-term care insurance policies. |
