Research On China’s Long-term Care Insurance Policy From The Perspective Of Policy Tools

With the speeding up of population aging,disabled and semi-disabled elderly population in China is increasing.The problem of long-term care for the disabled and partially disabled elderly has gradually become a social risk.To address this risk,long-term care insurance came into being.For the past fewer years,under the direction of the central government,various localities have introduced relevant policies to provide policy guarantee for the operation of long-term care insurance.From the perspective of policy tools,studying the text of our long-term care insurance policy can avoid policy failure caused by tool failure.Under the background of pilot expansion,this has profound theoretical value and practical implication for the further construction of long-term care insurance policy system in the future.Therefore,from the perspective of policy instruments,based on policy instrument theory and stakeholder theory,this paper selects the three-way method of supply,demand and environment policy instruments proposed by Roth-well and Zegveld to establish a three-dimensional policy analysis framework including policy instruments(X),stakeholders(Y)and time series(Z).Through Nvivo qualitative data analysis software,the policy texts of157 pilot cities of long-term care insurance screened from 2012 to 2021 were analyzed as a whole and coded to explore the fragmentation and instrumental problems of current long-term care insurance policies.Through the coding analysis of long-term care insurance policy text,this paper draws the following conclusions: first,the overall structure of policy instruments and the structure of internal secondary instruments are unbalanced;Second,there is differentiation and difference in the distribution and application of policy tools among different stakeholders,which generally shows the characteristics of "top-down" and strong supply led by the government.Third,there are periodic adjustments in the use structure of policy instruments over time,but the imbalance in the use structure of long-term care insurance policy instruments is still not broken.Finally,in view of the long-term care insurance policy content rendering of "fragmentation" features and coding present policy of instrumental problem,around policy "fragmentation" overall management and optimization and innovation of "toolbox" two aspects respectively,puts forward the concrete policy Suggestions,hoping to long-term care insurance policy for the future system provides a new Angle of view of reference.
