| The low-income housing project is a livelihood project to alleviate the living problems of the low-and middle-income people,improve the quality of life,improve living conditions,and change the appearance of the region.The introduction of Public Private Partnership(PPP)into the field of affordable housing can effectively improve the government’s construction and management of affordable housing,relieve the financial pressure of the government,and ensure the adequacy of funds for the construction of affordable housing with the help of social capital.Disperse the risk of affordable housing construction project,and make its advanced management experience and other advantages to maximize.With the promulgation of relevant national support policies and the environment’s emphasis on affordable housing projects,affordable housing projects under the PPP model are bound to get better development.PPP projects involve complex stakeholders,long implementation cycle and high risk.The performance evaluation of PPP projects can supervise and standardize the behavior of government and social capital,avoid potential risks,effectively improve the efficiency of project implementation and operation,so as to ensure the smooth progress of the project,ensure the achievement of the interests of each subject of the project,and promote the steady development of PPP projects.At present,our PPP project performance evaluation work is still in the initial stage,the lack of the characteristics of various fields,independent and perfect PPP performance evaluation system.It is of great significance to study the performance evaluation of affordable housing PPP projects and build a scientific and reasonable evaluation system for promoting the healthy operation of affordable housing PPP projects.Based on the third party perspective,this thesis takes the PPP project of new affordable housing as the research object,combines the characteristics of PPP project of affordable housing,analyzes the applicability of DPSIR model in the performance evaluation of PPP project of affordable housing,and comprehensively applies the theory of performance management of the whole life cycle,stakeholder theory and public satisfaction theory.Through literature research,expert interview and frequency statistics,the influencing factors of the performance evaluation of 38 PPP projects were selected.Combined with the performance target characteristics of affordable housing PPP projects,19 performance evaluation indicators were finally identified from the five levels of "policy-driven","affordable housing construction pressure","construction state","social impact" and "response measures".Build a performance evaluation index system based on DPSIR model.On the premise of analyzing the characteristics and advantages of each weighting method and matter-element analysis method,a performance evaluation model of affordable housing PPP projects based on matter-element extension evaluation method and linear combination of OWA-Entropy weights is established.The correlation function is used to calculate the correlation degree of each index,and the project comprehensive correlation degree is used to evaluate the performance of affordable housing PPP projects.The performance evaluation index system and evaluation model of affordable housing PPP project constructed in this thesis are used to evaluate the performance of Yichun Y housing PPP project.The overall performance level of the project and the performance level of each index are analyzed,which is basically consistent with the actual situation of the project,and the applicability and feasibility of the model are verified.The main research conclusions are as follows: First,based on the DPSIR theoretical model,a performance evaluation index system consisting of five levels of "driving force,pressure,state,influence and response" is constructed,and the performance objectives of each interest subject are comprehensively considered to make it more comprehensive and perfect.Secondly,the objective data is used to reduce the subjective influence of OWA-Entropy weight linear combination weighting method,which directly avoids the adverse impact of experts’ subjective arbitrary evaluation on index weighting,and effectively reduces the limitation that each index weight only depends on the information in the decision matrix.Third,the performance evaluation model of affordable housing PPP projects based on matter-element extension evaluation method can directly and effectively reflect the actual implementation of affordable housing projects.While evaluating the performance of various dimensions of the project,defects in the specific implementation of the project can be guided and corrected to make improvement plans.Fourthly,through the application and analysis of the performance evaluation case of Yichun Y shantytown reconstruction project(Phase I),the evaluation model based on DPSIR is feasible for the performance evaluation of affordable housing PPP projects. |
