| Under the background of new-type urbanization,the market of China’s sewage treatment industry has a lot of room for development.However,the lack of funds and low efficiency of the urban sewage treatment industry have seriously hindered the realization of the policy goal of the new urbanization economy and ecological development.The public-private partnership(PPP)model which was produced under the background of the contradiction between social development’s demand for infrastructure and insufficient investment in infrastructure,for public projects has created a possibility for social capital to invest in sewage treatment projects.Sewage treatment PPP projects can improve the efficiency of sewage treatment operations while alleviating government funding pressures,taking into account both economic construction and ecological construction,and promoting the overall development of urbanization.Under this application background,it is of significant for carrying out the performance evaluation study of sewage treatment PPP project,and establishing a related performance evaluation system to effectively supervise and evaluating the entire life cycle of the PPP project,improving project operation efficiency,and discovering hidden dangers in the implementation process.First of all,based on the relevant theories of PPP project performance evaluation,the problems existing in the traditional urban sewage treatment project are proposed,the feasibility and necessity of the urbanized sewage treatment PPP project are studied.The operation flow of the sewage treatment PPP project is analyzed,and the scope of PPP project performance evaluation of the wastewater is defined.It is clarified that the matter element analysis method will be used to carry out the performance evaluation method of wastewater treatment PPP project.Secondly,combining the characteristics of the wastewater treatment PPP project and the analysis of the key success factors of the general PPP project,the key success factors of the wastewater treatment PPP project were identified,and the impact of the five dimensions of the DPSIR model on the performance indicators of the wastewater treatment PPP project was analyzed.Based on the principle of constructing the index system,37 performance evaluation indicators were obtained by frequency statistics,and 18 key performance indicators of the sewage treatment PPP project were established based on theoretical analysis and expert advice.And a performance evaluation index system for sewage treatment PPP projects was established.Then,the matter element analysis theory was introduced to evaluate the performance of the wastewater treatment PPP project,and the weight of the performance evaluation index was determined by using the analytic hierarchy process.The correlation of the actual value of each index was calculated by the correlation function,and the wastewater treatment PPP project performance matter-element was obtained.Thus a wastewater treatment PPP project performance evaluation matter element analysis model was constructed,by which the comprehensive performance evaluation grade of the sewage treatment PPP project can be obtained.Finally,by the above performance evaluation model and performance evaluation index system,an empirical analysis of the municipal wastewater treatment PPP project in city B was conducted.The index data and evaluation criteria were obtained through surveys and expert scoring.And the performance evaluation index system of the project was established based on the performance evaluation model of the analytic hierarchy process and matter element analysis method.Finally,the performance evaluation grade of the sewage treatment PPP project was acquired.The results showed that the performance of the municipal wastewater treatment PPP project in city B was generally satisfactory and was in line with the actual situation of the project.At the same time,it is confirmed from the side that the performance evaluation system and performance evaluation model of the wastewater treatment PPP project constructed in this paper have relatively high accuracy and practicality in the evaluation of infrastructure construction performance,and reasonable results can be obtained.It is also indicated that the study have the practical value. |
