Due to the rapid reduction of resources worldwide and serious problems of environmental pollution,green development is gradually becoming the core key to long-term human development,and green and low-carbon has become the main theme of the development of the era.Currently,China is in the critical period of transforming the development mode,optimizing the economic structure,and transforming the growth momentum.Technological innovation has become a key driving force for promoting regional green development.However,previous studies have mostly focused on the impact of technological innovation on green development,less on the impact of the allocation level of technological innovation factors on green development from the perspective of factor allocation.Moreover,the current literature on the mechanism analysis of technological innovation promoting green development only considers the comprehensive effect on green development,mostly a single variable regulatory effect or intermediary effect.Therefore,starting from a three-dimensional perspective of economy greening,environment greening and social greening,this article considers the indirect impact effects of multiple intermediary variables,and conducts spatial effect analysis,which is of great significance for promoting regional green development in China.This article aims to explore the typical facts of technological innovation factor allocation for regional green development.Firstly,it sorts out relevant literature such as technological innovation factor allocation and green development,and defines the concept of technological innovation factor allocation and regional green development.Secondly,based on panel data from 30 provinces in China(excluding Hong Kong,Macao,Taiwan,and Tibet)from 2011 to2020,the entropy weight Topsis method is used to measure the allocation level of technological innovation factors,and based on the measurement results,the temporal and spatial evolution of Dagum Gini coefficient and Kernel density estimation is conducted.Subsequently,a panel regression model was used to study the impact of technological innovation factor allocation on regional economic greening,environmental greening,and social greening.Three intermediary variables,namely,energy conservation and emission reduction effect,energy consumption structure,and industrial structure upgrading,were further introduced to analyze the direct and indirect impact effects of technological innovation factor allocation on regional green development,Then,the spatial effect of the allocation of technological innovation factors on regional green development is analyzed through the spatial Dubin model.Finally,summarize the above conclusions and propose feasible policy recommendations for rational allocation of technological innovation elements to promote regional green development.The main conclusions of this article are as follows:(1)The development momentum of China’s technological innovation factor allocation level is good,showing a state of eastern>central>western regions.The development level gap between regions is significant,with a spatial distribution characteristic of "strong in the south and weak in the north".The main source of the difference is regional differences,with a trend of development polarization.That is,the higher the allocation level of technological innovation factors,the stronger the development momentum of regions.(2)Reasonable planning of the allocation of technological innovation factors can promote the level of green development.The fixed effect regression model is used to verify the promotion effect of technological innovation factor allocation on economic greening,environmental greening,and social greening,with the largest impact on environmental greening,followed by economic greening,and the lowest impact on social greening.Moreover,there is heterogeneity in the impact of technological innovation factor allocation on regional green development in different regions;Based on the three levels of energy conservation and emission reduction effect,energy consumption structure transformation,and industrial structure upgrading of the allocation of technological innovation factors,a mediation effect model for the greening of regional economy,environment,and society is constructed,which verifies the mediation effect of energy conservation and emission reduction effect,energy consumption structure,and industrial structure upgrading,and can indirectly promote the green development of the region.(3)There is a spatial correlation between regional green development and the allocation of technological innovation factors in China,and most of them are in a "high-high,low-low" agglomeration state.On the whole,the allocation of technological innovation factors and green development in China are developing well.At the same time,the empirical results of the spatial Dubin model verify the spatial spillover effect of green development,and although the allocation of technological innovation factors can promote green development in the region,it reflects a negative spatial spillover effect on neighboring regions.Based on the innovation of three-dimensional perspective of green development,which is including economic greening,environmental greening,and social greening,the thesis is breaking the previous research on the comprehensive effects of green development;Secondly,the application of research methods has been enriched.When exploring the current situation of the allocation level of technological innovation factors,the application scope of research methods has been expanded through the use of entropy weight Topsis,Dagum Gini coefficient,Kernel density estimation,and other methods;And through the construction of multiple intermediary variables’ impact on regional green development and spatial effect models,existing empirical research has been enriched;The innovation conclusion that there is development polarization in the allocation of technological innovation factors and there is heterogeneity in spatial spillover effects is drawn,which enriches the existing research conclusions.Based on empirical analysis,first,this article believes that it is necessary to strengthen the construction of regional technological innovation allocation level,and promote regional green environmental ecological protection through the dual promotion of "quantity" and "quality";Second,we should attach importance to the intermediary effect of energy conservation and emission reduction,energy consumption structure,and industrial structure upgrading,abandon outdated production capacity,cultivate new business forms,promote energy utilization efficiency,reduce environmental pollution,and create a good living environment for residents through the improvement of technological innovation capabilities;The third is to attach importance to the management and liquidity of technological innovation factors,ensure investment in technological innovation factors through strengthening institutional construction,formulate reasonable policies based on local conditions,and accelerate the flow of factors through provincial and provincial linkages,forming a mutually promoting virtuous development cycle.
