Since The Central Committee of the Communist Party of China’s Proposal on Formulating the 14 th Five-year Plan for National Economic and Social Development and the Long-term Target for 2035 pointed out that to achieve high-quality economic development and high-level protection of ecological environment,it is necessary to promote the development of green economy and build a policy system to guarantee and strengthen green development.The report in The 20 th National Congress of the Communist Party of China(CPC)pointed out that it is necessary to promote the transformation of economic development mode to green,to promote the intensive use of resources,to speed up the research and development of energy-saving and carbon-reducing technologies,and to promote the formation of a green lifestyle.However,there are still some problems in China’s green development,such as slow economic green transformation,heavy ecological environment protection tasks,and small-scale implementation of green lifestyle.In recent years,China’s overall innovation capability has been continuously improved.The report in the The 20 th National Congress of the Communist Party of China(CPC)pointed out that it is necessary to speed up the construction of a powerful country in science and technology,that science and technology are the primary productive forces and innovation is the first driving force,and that scientific and technological innovation is the strategic support for China’s high-quality development.Scientific and technological innovation can provide scientific and technological support for green development,thus promoting the green transformation of production mode and lifestyle.Therefore,it is of great significance to study the impact of scientific and technological innovation on green development for China’s high-quality development.Firstly,this paper discusses the research background and significance of this paper in detail,and summarizes the relevant theoretical literature on scientific and technological innovation and green development,and puts forward the research framework and research ideas of this paper.Secondly,it combs the research on the related concepts of scientific and technological innovation and green development by domestic and foreign scholars,makes a summary definition of scientific and technological innovation and green development,and analyzes the mechanism of the influence of scientific and technological innovation on green development from five aspects: resource utilization,pollution control,ecological environment protection,economic development and green life.Then,it analyzes the current situation of China’s scientific and technological innovation,green development and the influence of scientific and technological innovation on green development.This paper analyzes the present situation of China’s scientific and technological innovation from three aspects: the basis of scientific and technological innovation,the input of scientific and technological innovation and the output of scientific and technological innovation by combining charts.This paper analyzes the present situation of green development in China from five aspects: resource utilization,environmental governance,ecological environment,economic development and green life.Then,by combing the relevant literature,the evaluation index system of scientific and technological innovation is constructed from three dimensions of input,output and environment.Based on the evaluation index system of green development level of the National Development and Reform Commission,the evaluation index system of green development is constructed from five first-level indicators of resource utilization,environmental governance,ecological environment,economic development and green life,and the calculation results are formed,and the comparative analysis of the calculation results of the whole country,east,west,central and northeast is carried out.Finally,the random effect model is used to empirically study the impact of scientific and technological innovation on green development.The main conclusions of this paper show that:(1)From the national level,the level of scientific and technological innovation,urbanization,economic growth and green development have significant correlation.(2)From the perspective of each region,the level of scientific and technological innovation,urbanization,economic growth and green development in the eastern region have a significant correlation.In the central region and the northeast region,the level of urbanization and the degree of opening to the outside world are significantly related to the level of green development,but the level of scientific and technological innovation has no significant impact on green development;There is a negative correlation between scientific and technological innovation and green development in western China,and there is a significant correlation between urbanization level and green development level.Based on the results of theoretical and empirical analysis,combined with the current situation of scientific and technological innovation and green development in China,this paper puts forward some countermeasures and suggestions in four aspects: urbanization,opening up,innovation-driven and green development.
