Research On The Construction Of Scientific And Technological Innovation Ability Of County In

Innovation is the first driving force of the development, in face of the new normal economic development speed, every field must accelerate the innovation development strategy, make the innovation as a new engine of economic and social development. The sustainable and healthy development of county economic, decides the sustainable and healthy development of national economy, and county economy and social development is the root of innovation, especially in the county’s scientific and technological innovation. In terms to the percept of county science and technology innovation ability construction, this paper argues that it is distinguished from the large and medium-sized cities in our country city center, which means in the region of the administrative divisions at the county level within the scope of all aspects related to science and technology innovation system construction, mainly contains the innovation subject, innovation platform carrier structures, convergence of innovation resources, innovative talents attracted, innovation environment optimization, and improving the planning and construction of innovation policy.Basing on the research results of predecessors, combining with the development of county economy of Chengdu, this paper mainly analyzes the science and technology innovation ability construction problems of Chengdu‘s county. As science and education highland in the western area of China, this paper argues that the scientific and technological innovation ability construction of Chengdu achieves a lot, but its’ two and three layers of the county(city) area of science and technology innovation ability construction is relatively lag: inadequate scientific and technological innovation, technological innovation ability is weak, the innovation environment needs to beoptimized, the policy environment is imperfect and so on.Through horizontal and vertical comparative analysis, comparing with Shenzhen Baoan, Jiangsu Rugao county on the basis of the science and technology innovation ability construction experience, combining with promoting the reform of the comprehensive innovation of Chengdu, Sichuan province, in view of the county of Chengdu’s science and technology innovation ability construction, this paper puts forward some more thinking: through conductive incentive mechanism, stimulate people’s innovation desire; Strengthen science and technology investment and financing system, accelerate the construction of innovation platform and carrier; nest ultra-competitive, optimize the environment of county innovation; "introduction in and going out", enhance political industry-university-institute cooperation; dig potential civil-military integration to drive county scientific and technological innovation; making specific policies and regulations, improve the science and technology innovation system construction of the county.
