| As the main carrier of regional economic development,the urban agglomeration has an important strategic position in the spatial development pattern of the national economy.With the development focus of China’s urban agglomerations has gradually changed from the regional concentrated development mode dominated by the three major urban agglomerations of Beijing-Tianjin-Hebei urban agglomeration,Yangtze River Delta and Pearl River Delta to the coordinated development mode of 19 urban agglomerations nationwide,the development status of the Chengdu-Chongqing urban agglomeration located in the upper reaches of Yangtze River is rapidly has been promoted rapidly.In October 2021,the Central Committee of the Communist Party of China and the State Council jointly issued the Plan Outline for the Construction of the Chengdu-Chongqing Twin City Region(the ‘plan’).The plan points out that we should vigorously promote the construction of Chengdu-Chongqing Twin City Region and create an important growth pole and power source that drives the high-quality development of the country.The higher strategic status means that the Chengdu-Chongqing urban agglomeration needs to improve the quality of economic development to play a stronger driving role,and the synergistic development of industries becomes a key link to realize the highquality and efficient evolution of the Chengdu-Chongqing urban agglomeration.However,due to the influence of geographical location,historical development,management system,collaborative innovation,market mechanism and other factors,there are many constraints on the collaborative industrial development of ChengduChongqing urban agglomeration,which has become a serious challenge for build a high-quality economic growth pole.Under the overall background of comprehensively promoting the construction of the Chengdu-Chongqing Twin City Region,aiming at the realistic situation,constraints and negative impacts of industrial synergy development of the Chengdu-Chongqing urban agglomeration,it has important theoretical significance,practical significance and strategic significance to systematically explore the strategic framework and practical path of industrial synergy development in the Chengdu-Chongqing urban agglomeration,which is important for effectively allocating resource factors,promoting industrial structure upgrading,advancing spatial structure optimization of the ChengduChongqing urban agglomeration and economic synergy development and highquality development in the upper reaches of Yangtze River.This paper analyzes the inner mechanism of industrial synergistic development of urban agglomerations based on urban agglomeration theory,industrial division of labor theory,industrial development theory,synergistic development theory and industrial cluster theory,and holds that industrial synergistic development is the basic driving force to promote economic quality improvement of urban agglomerations,government management system is the key link of industrial synergistic development of urban agglomerations,innovation drive is the core element of industrial synergistic development of urban agglomerations,and the market system is the important platform for the collaborative industrial development of urban agglomerations.In order to evaluate the level of industrial synergistic development of Chengdu-Chongqing urban agglomeration,this paper constructs a gray correlation model based on locational entropy to measure the gray correlation degree of 18 industries in 36 research units of Chengdu-Chongqing urban agglomeration in 2013 and 2019.The empirical results show that the level of industrial synergistic development of Chengdu-Chongqing urban agglomeration has been improved,but the problem of insufficient industrial chain synergy still exists,and the development level of wholesale,retail and financial industries is low.The level of industrial synergy in Deyang and Wanzhou lags behind.According to the inner mechanism of industrial synergy development of urban agglomerations,this paper constructs a trinity index system of government,innovation and market as the driving factors of industrial synergy development of urban agglomerations,based on which Harken model is established.The order parameters driving the industrial synergy development of Chengdu-Chongqing urban agglomeration are identified in two stages: 2011-2015 and 2016-2019.It is found that from the first stage to the second stage,innovation replaces the government as the order parameter of the leading system evolution.There is a synergistic effect between government and innovation,and between innovation and market,but none of them has established a positive feedback mechanism for continuous optimizations,indicating that the government management system mechanism,technological innovation capability and market system synergy construction of Chengdu-Chongqing urban agglomeration have not fully played their roles in promoting the overall industrial synergistic development.Based on the theoretical analysis and empirical findings,this paper takes the construction of "the Belt and Road Initiative",the strategy of the Yangtze River economic belt,the western development strategy,the new development pattern and the Construction of the Chengdu-Chongqing Twin City Region as the background,and takes factors mobility,industrial system,transportation facilities and development environment as the basis.Focus on accelerating the development of modern agriculture,coordinating the optimization of the modern manufacturing industry,enhancing the modern service industry,jointly cultivating strategic emerging industries,and innovating and building digital industry.The overall framework of Chengdu-Chongqing city cluster industrial synergy development is aimed at establishing the Chengdu-Chongqing urban agglomeration industrial synergy development system,creating high-quality development growth poles,and forming a national urban agglomeration with international competitiveness.It establishes the strategic measures for the industrial synergy development of Chengdu-Chongqing urban agglomeration,such as building the management system mechanism of industrial synergy,strengthening the construction of industrial synergy infrastructure,optimizing the collaborative layout of industrial chain,boosting the collaborative innovation of industrial technology and improving the market synergy system. |
