The 20 th National Congress of the Communist Party of China proposed to "improve the new type of whole-nation system and strengthen the national strategic scientific and technological strength",and especially emphasized the core position of education,science and technology,and talents in the overall situation of modernization construction in China.The new type of whole-nation system demonstrates collectivist cultural values of "concentrating efforts to do big things" in China.This way of stimulating innovation vitality by giving play to institutional advantages will be the only way for China to achieve scientific and technological self-reliance and self-improvement and build a modernized country.Under the new type of whole-nation system,state-owned enterprises play an important supporting role in the implementation of national science and technology innovation strategies and policies.In the process of building a modernized country,scientific and technological self-reliance ultimately requires talents to turn it into practice.Therefore,the importance of paying attention to the cultivation of scientific and technological talents in state-owned enterprises and stimulating the innovation vitality of scientific and technological talents is also highlighted.At the same time,among state-owned enterprises in China,Party members are an important force to promote innovation and achieve scientific and technological self-strengthening.Party members can set an example,play a pioneering and exemplary role,and other members in the team may want to emulate them because they are influenced by the role model of Party members,thereby stimulating their own innovation vitality.Historical practice has proved that every major breakthrough in science and technology field of China is shining with the brilliance of collectivism,but how does collectivist management promote the scientific and technological innovation vitality of scientific and technological talents,and what role does Party members play in it?This is one of the research questions that this article wants to explore.In addition,scientific and technological talents often face a tight,heavy and competitive scientific research environment,and need to complete a large number of scientific research tasks within a limited time.How does such time pressure regulate the management mode of state-owned enterprises and the scientific and technological innovation vitality of scientific and technological talents? This is another question that this article wants to explore.Focusing on the above research questions,this article collects first-hand survey data from 73 science and technology innovation teams from multiple high-tech state-owned enterprises certified by official sources.Based on social learning theory,it constructs a “collectivism-oriented HRM → Party members role model → thriving at work” mediation model moderated by "perceived time pressure" at stage one,and tests it by regression analysis.The empirical results show that collectivism-oriented HRM enhances the work thriving of scientific and technological talents through Party members role model,and when time pressure is greater,Party members role model is more obvious,which ultimately makes scientific and technological talents maintain a high level of work thriving.The research results indicate that practicing collectivism-oriented HRM in state-owned enterprise management and strengthening the role of Party members in science and technology innovation work is a valuable practical path that conforms to unique situation of China.These research conclusions have important significance for interpreting the research on science and technology talent governance in the Chinese context,and also provide methodological enlightenment for public sector and state-owned enterprise managers to further strengthen the construction of collectivist cultural values,give play to the role of Party members and Party organizations,and stimulate science thriving at work for technical personnel. |
