The endowment insurance system of urban and rural residents is the social endowment insurance system with the largest number of insured,which guarantees the basic endowment demand of urban and rural residents,is a project that benefits the people and benefits the people.In the more than 10 years since the integration of the endowment insurance system for urban and rural residents was implemented,the total number of people who have participated in the insurance has been basically covered.The level of pension has been increasing year by year,and urban and rural residents have an increasing sense of gain and happiness.Although the endowment insurance system for urban and rural residents has achieved practical results,there still exists the problem of "double low" level of payment and security,which seriously affects the living standards of the elderly residents and restricts the sustainable development of the endowment insurance system for urban and rural residents.According to statistics,More than 95 percent of the insured population are rural residents,and most of the farmers are not enthusiastic about participating in the insurance,so they choose the lowest level of payment when participating in the insurance.As a result,the basic pension received by the insured is not enough to meet the basic pension needs of the insured.This paper takes the factors affecting the insurance payment level of rural residents in Heshan city as the theme,and defines the concepts of endowment insurance for urban and rural residents,rural residents and payment level in this paper.This paper expounds and analyzes the development course and payment level of the endowment insurance system for urban and rural residents in Heshan City.Based on the public goods theory and rational choice theory,and through field research,this paper puts forward 11 hypotheses affecting the contribution level of rural residents,namely,individual factors(including gender,age,education,health status,worry about the pension),family factors(marital status,number of children,family income),Government factors(understanding of the system,trust,satisfaction).By designing questionnaires to collect data,correlation analysis and binary Logistic regression model were used to analyze the factors affecting the payment level of rural residents.The dependent variable is whether the lowest payment level is selected,and the independent variable is 11 hypothesis factors.The empirical analysis of the factors affecting the contribution of rural residents’ endowment insurance shows that: Age,education level,health status,worry about pension,per capita household income,understanding of the system and trust will affect the choice of payment level of rural residents in Heshan City,and verify the research hypothesis.According to the conclusion of empirical study,the author puts forward some suggestions to improve the level of rural residents’ participation in insurance in Heshan city: establish the consciousness of social insurance endowment,improve rural residents’ ability to pay taxes;We will raise minimum contributions and establish a dynamic mechanism for adjusting basic pensions.We will pay attention to the effectiveness of policy publicity and improve institutional credibility. |
