Abstract/Summary:
The rural revitalization strategy was put forward at the 19th National Congress of the CPC,which mapped out new prospects for the development of agriculture,rural areas and farmers in the new period.As an important way and means to promote the modernization of agriculture and rural areas,agricultural socialization service has faced new opportunities and challenges.Supply and marketing cooperative,a comprehensive cooperative economic organization serving agriculture under the leadership of the party,plays an important role in promoting agricultural and rural modernization.It is also an important force to participate and lead the development and reform of Chinese agricultural socialization service,providing an important comprehensive service platform for multiple agricultural production and operation entities.With the deepening of the comprehensive reform of supply and marketing cooperatives,new agricultural socialization services has become an important means for supply and marketing cooperatives to serve farmers.The service model represented by the Trinity comprehensive cooperation has achieved good practical results throughout the country,and has been widely recognized and concerned.In recent years,the supply and marketing cooperative of Ganzhou District in Zhangye City has actively learned from the experience of agricultural socialization service in developed areas,and has carried out pilot programs of trinity comprehensive service in some grass-roots organizations.As a result,the function of socialized agricultural services has been continuously improved,and the ability to provide such services has been continuously improved,leading various agricultural operation and service entities in the region to participate in socialized agricultural services,effectively helping local rural revitalization and agricultural and rural modernization.However,influenced by the change of service demand,its own operating strength and its management and operation concept,the agricultural socialization service function of the grassroots organizations affiliated to Ganzhou District supply and marketing cooperatives is not perfect,and the joint cooperation with multiple service subjects is not sufficient.There is still a large gap between the agricultural socialization service of supply and marketing cooperatives and the requirements of the Party and the government for the development of agriculture,rural areas and farmers.In view of this,this paper takes the agricultural socialization service of supply and marketing cooperatives as the research object.By means of data collection,questionnaire,and field interview,it summarizes and sorts out the current situation and effectiveness of the operation service organizations under the supply and marketing cooperatives of Ganzhou District and the leading and driving various agricultural operation service subjects to carry out agricultural socialization service.The paper focuses on analyzing the service function status of the representative grassroots supply and marketing cooperatives in the area,and shows the achievements of the agricultural socialization service of the supply and marketing cooperatives in Ganzhou district from the aspects of agricultural production service,commercial circulation service,credit and financial service.And it summarizes the existing problems such as insufficient support of cooperatives-owned economy,imperfect service function,incoordination of responsibilities and rights in service development and inadequate collaborative services of multiple subjects,and uses the theory of public value and the theory of multi-center governance to establish an analysis framework,and analyzes the causes of these problems from the perspectives of cooperation foundation,cooperation goal,path and collaborative mechanism.Combined with the local reality,countermeasures and suggestions were put forward from the two aspects of improving the service strength of supply and marketing cooperatives,establishing and perfecting the cooperation platform of organizing and leading the diversified management service subjects,in order to provide reference for the construction of a new pattern of agricultural socialization service in which the supply and marketing cooperatives take the lead and the diversified agricultural service subjects participate in win-win cooperation.
