The development of socialized agricultural services is an unavoidable decision to achieve the modernization of agriculture with Chinese characteristics.The Fifth Plenary Session of the 19 th Central Committee stressed the need to establish and improve a socialized agricultural service system,promote diversified and moderate farming,strengthen the integration of small farmers and modern agriculture,and achieve sustainable agricultural development.Therefore,a vigorous development of agricultural socialization services can fully stimulate farmers’ production enthusiasm and innovative development of agricultural productivity,thus promoting quality agricultural development.As a cooperative economic organization established more than 60 years ago,the Supply and Marketing Agency is rooted in the countryside and serves farmers.It has established a better marketing network in different towns and villages and has a top-down organizational system capable of providing integrated services in production,supply and marketing.In particular,since the deepening of the comprehensive reform of the supply and marketing agency in 2015,the whole system has actively promoted the development of agricultural socialization services and contributed to the overall promotion of rural revitalization.Based on the current situation in the development of agricultural socialization services in Z,this paper conducts an in-depth study on the promotion of agricultural socialization services by the supply and marketing societies in Z through a literature review,case analysis and field research.Firstly,the general situation of the supply and marketing society of Z city in promoting agricultural socialization services is presented,including the basic situation,research history and main practices of the supply and marketing society of Z city in promoting agricultural socialization services,and the effectiveness of the current work is shown;secondly,the problems existing in the development process are analyzed,such as.For example,the function of the platform is not enough,the effect is not obvious,the structure of the main responsibility and the main business is not perfect,the effect is not outstanding,the strength of the cooperative economic organization is not enough,the linkage is not close,and the scope of the service level is not enough.The second analysis concluded that there are problems in the development process,such as insufficient platform function,inconspicuous effect,imperfect construction of main responsibility and main business,inconspicuous effect,insufficient strength of cooperative economic organizations,weak linkage,low service level and high operation risk.Then,the reasons for the problems of agricultural socialization services of supply and marketing societies in Z were identified: imperfect structure and operation of the platform,weak awareness of joint cooperation,low service level for farmers and traditional institutional mechanisms.By analyzing three typical cases of communal supply and marketing societies in S province in promoting agricultural socialization services,the work of supply and marketing societies in Z is supported by experience.Finally,this paper proposes countermeasures to address the problems and causes of the agricultural socialization services of the Z Town Supply and Marketing Company: insist on opening up the situation and give full importance to the cooperative economic attributes of the society and vigorously promote the construction of a comprehensive agricultural service system;insist on rational planning of the layout of agricultural service centre to provide "one-stop" agricultural socialization services;break the mechanism chains and introducing strategic cooperation to integrate resources.By giving full play to the organizational advantages of the supply and marketing society,close the linkage of interests with farmers,and create a comprehensive platform for agricultural services,the Z City Supply and Marketing Society has become the backbone of promoting the development of agricultural socialization. |
