As an important part of the public service system,social insurance service is related to the image of government agencies serving the people and the vital interests of the broad masses of the people.With the continuous improvement of social insurance policies,the increasing awareness of the insured people and the continuous understanding of the policies,the increasing number of insured people,but the social insurance handling team,service process and service system changes little,it is difficult to meet the needs of the insured people for social insurance handling services.Therefore,to improve the quality of social insurance service has become an urgent problem to be solved.After entering the 21 st century,with the advantages of the old industries in Qingbaijiang District gradually receding,new requirements have been put forward for social insurance management services.Based on New Public Service Theory,Digital Age Theory and The Theory of Holistic Government,this paper uses literature research method,case study method,Interview method and comparative analysis method.To analyze the existing problems of social insurance handling service in Qingbaijiang District in terms of insufficient service supply capacity,insufficient use of information and poor collection process.By combining theory with practice,the causes of these problems are analyzed: the load ratio of handling personnel is close to the limit;The‘Internet plus social security’ is not deep and broad enough,The degree of coordination between departments is not enough.Finally,Learning from the domestic social insurance service modes of Liwan District,Guangzhou City,Nankai District,Tianjin City and Wuxi City,Propose suggestions for improving the social insurance handling service in Qingbaijiang District,Chengdu based on the existing problems:The problem of insufficient total capacity can be solved by forming unique comprehensive tellers,strengthening the standardized construction of government affairs halls,and expanding social insurance handling channels.The problem of insufficient use of information technology can be solved by optimizing the online handling system and providing more scientific after-sales service.The problem of poor collection and payment process can be solved by standardizing the process of collecting and paying social insurance premiums,clarifying the functional responsibilities of various social and medical tax departments,and strengthening information exchange and sharing. |
