In the context of urban-rural integration and development,exploring the potential of production factors in rural areas and promoting the improvement of productivity levels have become important engines for promoting rural revitalization strategies and new urbanization strategies.Breaking the traditional urban-rural dual mechanism and establishing a unified urban-rural land market is of great significance for revitalizing rural land resources,promoting rural industrial upgrading,and developing and strengthening the collective economy.Collective operating construction land is a land guarantee for promoting the modernization of agriculture and rural areas and promoting the integration of three industries in rural areas.The transfer of collective operating construction land into the market bears multiple tasks such as building a rural construction land market,optimizing land resources,promoting collective economic development,and improving rural life.It needs to be coordinated with multiple policies such as urban-rural integration,rural revitalization,and farmland protection.In order to break the restrictions of urban-rural dual structure on the exchange and restructuring of elements between urban and rural areas,the "Decision of the Central Committee of the Communist Party of China on Several Major Issues Concerning Deepening Reform" proposed for the first time the establishment of a unified urbanrural land market in 2013;In 2015,the Opinions on the Pilot Work of Rural Eminent domain,Collective Operating Construction Land on the Market,and Homestead System Reform selected 33 of the first three land reform pilot areas nationwide to implement the work of collective operating construction land on the market,and closed the pilot operation;The new version of the Land Management Law was officially implemented in 2020,providing legal support for the comprehensive and efficient entry of collectively operated construction land into the market from point to area nationwide.Accurately measuring the performance of market entry circulation in pilot areas has become a necessary scientific problem to be solved,and providing experience summary and countermeasures for specific cases has become an urgent practical issue to effectively promote market entry work.Through a review of relevant research,it was found that with the end of the pilot work of the three land reform and the continuous implementation of collective construction land market entry nationwide,the academic community has begun to pay attention to the actual effects of market entry transfer on rural areas,such as the impact on farmers’ livelihoods and the level of rural land market construction.However,they all tend to focus on the impact on a certain field in rural areas,There is a lack of theoretical guidance on how to achieve the value goals of collective operating construction land entering the market,and it is difficult to comprehensively measure the performance of the reform of collective operating construction land entering the market.In response to the above issues,this study first analyzes the attributes of collective operating construction land ownership from the perspective of property rights theory,based on reviewing relevant concepts,studying relevant policy documents,and relevant laws and regulations.It proposes the essential and dual attributes of collective operating construction land ownership,Furthermore,it is proposed that the work of entering the market should balance the value goal of individual interests of villagers on the basis of achieving social public benefits and collective common benefits,and select quantitative and qualitative indicators to construct a measurement system for the performance of collective commercial construction land transfer into the market.Secondly,this study selects Changyuan City,the first batch of pilot cities,as the research object.Based on the introduction of Changyuan City’s physical geography,social economy and land use structure,this study combs the current situation of Changyuan City’s collective operating construction land entering the market,and measures the transfer performance of Changyuan’s collective operating construction land entering the market by taking towns and streets as the unit,combining the value goal of rural revitalization,the implementation unit of the work organization of market entry and other factors.By analyzing the measurement results of market entry transfer performance,the correlation between market entry transfer performance and urban system,industrial layout,location conditions,etc.is clarified.Based on the performance analysis of the market entry circulation,summarize the results of performance evaluation and propose optimization suggestions for the measurement indicator system.Finally,in combination with the actual situation of Changyuan City and the value objectives of the market entry circulation,the idea of improving the performance of the market entry circulation of collective profitable construction land is clarified,and the improvement strategy of improving the performance of the market entry circulation of collective profitable construction land is proposed from the aspects of planning system and mechanism construction,industry type control,land space layout optimization,rural land market construction,etc.Based on this study,the analysis of the performance goals of collective operating construction land market transfer from the perspective of property rights theory can effectively and comprehensively measure the effectiveness of collective operating construction land market transfer in various dimensions,providing decision-making basis for further promoting market transfer work.The performance indicator system of collective operating construction land transfer into the market built by this research can be used to measure the transfer performance of each region,providing a theoretical model for similar research in other regions,so that each region can timely grasp the relevant situation in the process of collective operating
