Research On The Efficiency Of Financial Support For Rural Revitalization In Guizhou Provinc

In 2023,the No.1 central document of the Central Committee proposed that it is essential to keep the basic situation of agriculture,rural areas and farmers.The issue of "agriculture,rural areas and farmers" has always been a major problem that our country pays close attention to.In 2017,the report of the 19 th National Congress of the Communist Party of China put forward the rural revitalization strategy for the first time.Since then,the report of the 20 th National Congress of the Communist Party of China pointed out that it is necessary for the whole party to comprehensively promote rural revitalization and consolidate the effective connection between the achievements of poverty alleviation and rural revitalization.As the blood of modern rural economy,rural finance is the key to rural revitalization.Only by properly handling the relationship between financial support and rural revitalization can we adapt to the development needs of the country and society in the new era and finally achieve the goal of rural revitalization.Therefore,it is of great significance to study the relationship between rural revitalization and financial support.Based on the above background,this paper takes Guizhou Province as the research object and makes an empirical analysis of the financial support for rural revitalization in 9 cities in Guizhou Province from 2015 to 2021.First of all,it combs the relevant literature and theories of rural financial development,rural revitalization strategy and financial support for rural revitalization and development,explains the concept of financial support and rural revitalization strategy,and analyzes the impact mechanism between them.Secondly,it analyzes the current situation of rural revitalization and development and financial support in Guizhou Province.Thirdly,with the help of relevant documents and policy guidelines as the theoretical basis,this paper constructs the evaluation index system of the level of rural revitalization and development in Guizhou Province.Based on the city-level data,it measures the index of the level of rural revitalization and development in nine city-level administrative regions in Guizhou Province from 2015 to 2021 through the entropy method,and finds that the level of rural revitalization and development in Guizhou Province is uneven among regions.Then,through DEA model analysis,the comprehensive index of the efficiency of financial support for rural revitalization and development in each city is obtained,and it is found that the current level of rural revitalization and development should reduce ineffective input or increase effective output.Finally,through Tobit regression,we study the factors that affect the efficiency of financial support for rural revitalization and development,and find that financial development scale,financial development efficiency and industrial structure have significant positive effects on the efficiency of financial support for rural revitalization and development.On the basis of the above conclusions,according to the actual situation of Guizhou Province,this paper puts forward relevant countermeasures and suggestions from four aspects: optimizing the rural financial system,improving the scale and efficiency of rural financial support,improving the quality of rural financial services,and improving the policy guarantee system.
