Research On Technological Innovation Efficiency And Promotion Strategy Of China’s Central Region Cities

During the “14th Five-Year Plan” period,promoting high-quality development has become the theme of economic and social development,science and technology innovation is the key to promote economic development and achieve quality change.In terms of international environment,China’s position in the global innovation map is becoming more and more solid,and its role in world innovation has been transformed.It has become an important participant in international frontier innovation and an important contributor to solving global problems together,and the global innovation pattern is showing a multi-polar trend.In terms of domestic environment,a new pattern of regional innovation linkage is gradually taking shape in China.The central region of China,with its geographic location connecting the east to the west and the south to the north,is an important hub in the national economic development and plays an important role in undertaking the “one center and four districts” with its rich resources,developed transportation and good industrial foundation.Due to the regional differences in policy leadership,capital investment and talent participation,it is important to measure the technological innovation efficiency scientifically and implement differentiated control strategies for each region according to the spatial heterogeneity of the influencing factors to help improve the technological innovation efficiency in the central region.In this paper,we use the Super-EBM model with non-expected output,exploratory spatial data analysis and multi-scale geographically weighted regression model to measure the technological innovation efficiency of 80 prefecture-level cities in the central region,to understand their spatial and temporal evolution patterns,test their spatial correlation,and explore the spatial heterogeneity of the influencing factors,using 2011-2020 as the research period.The results of the study show that,firstly,the technological innovation efficiency of six central provinces was not high in 2011,and only two provinces reached a relatively effective level,with large differences among provinces and cities.During the study period,the technological innovation efficiency of each province showed a fluctuating upward trend,and all six provinces reached a relatively effective level in 2020.Secondly,there is an obvious positive spatial correlation of technological innovation efficiency among 80 prefecture-level cities in the central region;the spatial clustering of cold and hot areas is more significant and there are obvious spatial and temporal variations,which provides a research basis for exploring the spatial heterogeneity of influencing factors from a spatial perspective using multi-scale geographically weighted regression models.Thirdly,urbanization level,education input level,population agglomeration level,industrialization level,infrastructure construction level and opening-up level have positive effects on technological innovation efficiency,among which,the positive effects of urbanization level and population agglomeration level show increasing from east to west,the effects of infrastructure construction level and education input show stronger in the west than in the east,the effects of industrialization level gradually weaken from south to north,and the effects of the influence of industrialization level gradually decreases from south to north,while the influence of opening up to the outside world gradually increases from south to north.Based on the results of the study,we propose strategies to improve the efficiency of technological innovation in the central region from the above six aspects.
