Land circulation can improve the efficiency of land resource allocation,promote the transfer of agricultural surplus labor,and provide space for large-scale,intensive,and efficient agricultural management.In the context of the continuous updating and adjustment of the agricultural industrial structure,the migrant work of rural labor,and the abandonment of a large amount of agricultural land,it is imperative to deepen the circulation of agricultural land.In some economically developed regions and urban suburbs,the transfer of agricultural land has been carried out smoothly and achieved certain results.However,in more remote mountainous and hilly areas,the transfer of agricultural land is difficult,and the phenomenon of land abandonment is even more prominent.This article takes Manzhuang Town,Daiyue District,Tai’an City as an example,using questionnaires,on-site interviews,and statistical analysis methods to analyze the current situation and existing problems of agricultural land circulation in this town,explore the factors that restrict agricultural land circulation,and propose countermeasures to improve agricultural land circulation based on the problems and constraints.The main research content and results of this article are as follows:(1)Investigated the current situation of agricultural land transfer in Manzhuang Town.The circulation area of agricultural land in Manzhuang Town has increased year by year,from 1236.53hm~2in 2016 to 1585.87hm~2in 2022,with an average annual growth rate of4.04%,but the circulation has almost stopped in recent three years due to the impact of COVID-19 epidemic;The single outflow scale is mainly<0.5hm~2,accounting for 75.19%in2022;The main methods of agricultural land transfer are subcontracting and leasing,accounting for 70.6%and 20.12%of the total agricultural land transfer in 2022,respectively;The main circulation channels are spontaneous circulation among farmers,accounting for66%in 2022;The main destinations of circulation are farmers and professional cooperatives,accounting for 35.69%and 39.04%respectively in 2022;The main purpose of circulation is to cultivate grain,which has always maintained a proportion of over 70%.(2)The existing problems in the transfer of agricultural land in Manzhuang Town were analyzed.There are five main problems in the transfer of agricultural land in Manzhuang Town.One is that farmers are not willing to transfer,and the number of farmers unwilling to transfer accounts for 50.56%of the total number of survey samples;The second is that the access to circulation information is not smooth,with 58.69%of farmers believing that it is difficult to obtain circulation information,and 18.66%of farmers believing that it is difficult to obtain circulation information;The third is that the circulation procedures are not standardized,with 27.94%of the circulation farmers not signing written contracts,and circulation disputes occur from time to time and increase year by year;Fourth,the single outflow scale is small,the agglomeration scale effect is weak,and short-term circulation is dominant,with over 75%of agricultural land circulation duration less than 5 years;Fifth,there are significant differences in circulation prices,with large fluctuations and high prices in the plains,while circulation prices in the hills are relatively stable and low.(3)The restrictive factors of agricultural land circulation in Manzhuang Town were analyzed.The transfer of agricultural land in this town is mainly restricted by five factors,including natural conditions,farmers themselves,government,social conditions,and agricultural development environment.Firstly,the natural conditions are mainly limited by the complex hilly terrain and small and scattered plots in the northwest of the town,making it difficult for the circulation to form a scale;Second,the older farmers,the lower education level,and income dependence on agriculture have reduced their willingness to transfer;Third,the government’s propaganda,guidance,and supervision efforts are not strong,resulting in weak circulation support;Fourth,the lack of a complete circulation market exacerbates circulation risks,and the imperfect social service system affects farmers’access to circulation information.A single,low-level social security system increases farmers’dependence on land,reducing farmers’enthusiasm for circulation;Fifth,in terms of agricultural development environment,the development of agricultural land circulation is restricted by long agricultural production cycles,high natural risks,difficult financing,large investment,and slow capital turnover;Fifth,in terms of agricultural development environment,the development of agricultural land circulation is agricultural land circulation are proposed.First,adjust the ownership of agricultural land and merge scattered land;Second,strengthen publicity and guidance to enhance farmers’willingness to transfer;Third,clarify the government’s positioning and enhance support;Fourth,improve the social security system and supporting services;Fifth,strengthen risk early warning and improve the agricultural development environment. |
