Playing the main role of enterprises in the technological innovation of industry-academia-research is an important push to promote the close combination of science and technology and economy,which can effectively promote scientific and technological progress and technological innovation breakthroughs.Since the 18 th CPC National Congress,General Secretary Xi Jinping has repeatedly given important instructions on science and technology innovation,proposing to "strengthen the status of enterprises as the main body of innovation,promote the concentration of various innovation factors to enterprises","promote the deep integration of industry,university and research,support enterprises to take the lead in forming innovation consortia,and undertake major national science and technology projects".Accelerate the development of innovation consortium,to improve the rate of self-sufficiency of key technologies,promote enterprises to increase R&D efforts,improve industrial innovation capacity,has important significance.Constructing a major engineering technology innovation consortium with construction enterprises as the main body can effectively solve the technical problems in the process of major engineering construction,alleviate the dilemma that the innovation ability of each participating body is not strong,improve the innovation ability and innovation efficiency of each participating body,and provide new ideas and perspectives for breaking through the key core technology of industry,strengthening the construction of innovation system and improving the innovation level of industrial chain.And whether it can maintain stable operation after formation is a problem that cannot be ignored.Based on this,this paper researches the formation path and stability of major engineering technology innovation consortium.Firstly,it adopts literature analysis method and expert interview method to identify the key influencing factors for the formation of major engineering technology innovation consortium,and constructs a theoretical model of multi-factor synergistic driving the formation of major engineering technology innovation consortium based on the existing research foundation and the principle of qualitative comparative analysis method.Secondly,it adopts qualitative comparative analysis method to deconstruct the combination of conditions for the formation of major engineering technology innovation consortium and explore the formation path of major engineering technology innovation consortium.Then,based on evolutionary game theory,it constructs a game model of cooperative innovation between enterprise side and academic and research side in major engineering technology innovation consortium and analyze the stability of their cooperative innovation.Finally,it proposes policy suggestions to promote the formation and stability of major engineering technology innovation consortium.It is found that: firstly,the formation of major engineering technology innovation consortium is mainly influenced by the synergy of five factors: market demand,government support,innovation leader,proximity of subjects and heterogeneous resource demand.Secondly,there are three main paths for the formation of major engineering technology innovation consortium,"demand-led and government-driven" path,"demand-led and leading enterprise-dominated" path and "heterogeneous resource-driven,leading enterprise-led and neighboring body-synergistic" path.All the three paths emphasize the guidance and drive of demand,but each has its own focus.Third,the stability of major engineering technology innovation consortia is affected by the initial willingness to cooperate,the proportion of excess innovation revenue distribution,absorption capacity,input risk,trust,government incentives and penalties,and reputation.There exists an optimal distribution ratio of excess innovation revenue and the increase of government incentives and penalties and reputational damage can lead to increasingly stable partnerships;while the increase of absorptive capacity,technology and knowledge input risk and distrust will increase the probability of speculative behavior and is not conducive to the stability of cooperative innovation.Based on the findings of the study,the following policy recommendations are made: to give play to the guiding role of the government and improve the construction of incentive and punishment institutional mechanisms;to construct a scientific and comprehensive partner selection criteria system to achieve complementary advantages and win-win cooperation;to establish a sound intellectual property protection mechanism to create a fair and reasonable cooperation environment;to build a fair and reasonable benefit distribution system to maintain the long-term stability of innovation consortia.
