Research On Policy Guiding Business Performance Evaluation Of Agricultural Development Bank Based On Balanced Score Card

The Agricultural Development Bank of China is the only agricultural policy bank in China.With the continuous expansion of its business,it has completed the task of grain,cotton and oil reserve at the beginning,and now it has developed into three loan business segments of policy instruction,policy guidance and self-support.In recent years,the proportion of policy guidance business has been increasing and has become the most important business of ADBC.However,there is a big gap between the policy guidance business development of NJ Branch and other municipal banks in Jiangsu Province,and the performance ranking in the province is always in the bottom position.In this context,NJ branch also has higher requirements for the performance management of policy guidance business.How to scientifically evaluate the performance of ADBC’s policy guidance business has become an urgent problem to be solved.Based on the balanced scorecard,this paper studies the construction of NJ branch’s policy guiding business performance evaluation system.This paper takes the policy guidance business of the NJ branch of the Agricultural Development Bank as the research object,and expounds the relevant theories such as the Balanced Scorecard and the nature of the policy guidance business of the Agricultural Development Bank,and studies the problems existing in the performance management of the policy-guiding business of the NJ branch.According to the strategic goals of NJ Branch’s current policy-guiding business,the evaluation indicators are designed from the four dimensions of the Balanced Scorecard,so as to establish NJ Branch’s policy-guiding business performance management system,which is the performance evaluation reform of NJ Branch’s future policy-guiding business.make a suggestion.The research concludes that it can be more scientific and efficient to build a performance evaluation system for the policy-directed business of ADBC by introducing the Balanced Scorecard.Finally,the prospect of the future application of the Balanced Scorecard in the policy-guided business performance management of ADBC is put forward.
