Against the background of China’s economic development entering a new normal,innovation has become the first driving force for social and economic development.In order to improve the overall innovation efficiency of a country,it is necessary to address the current imbalance in the development of regional innovation.Building,improving,and developing regional innovation systems has become an important research topic.The construction of regional innovation system systems is an important support for building an innovative country and an important guarantee for achieving high-quality development in various regions.An efficient regional innovation system can effectively integrate and utilize innovation resources to achieve knowledge sharing,reduce innovation costs,maximize innovation efficiency,and enhance the overall regional innovation capacity,thereby promoting the construction of a national innovation system.In view of this,this article focuses on regional innovation systems.Firstly,it summarizes the theory of regional innovation systems,providing a theoretical basis for subsequent research.On this basis,the data envelopment analysis method is used to measure the efficiency of each region from innovation input to innovation output,and then the overall efficiency of China’s regional innovation system is evaluated,and the stage of China’s regional innovation system is analyzed.Furthermore,based on the openness of innovation,the impact of the components of regional innovation systems on innovation efficiency is considered.Structural Equation Model is used to systematically examine the impact paths of the three elements of innovation subject,innovation resources,and innovation environment on innovation performance,and to study the internal influencing factors of regional innovation system performance.Subsequently,considering the agglomeration and spillover effects of regional innovation,exploratory spatial data analysis was used to study the spatial correlation of innovation performance among regional innovation systems,in order to examine whether geographical distance would affect regional innovation performance.Finally,the full text is summarized and prospected,and relevant countermeasures and suggestions are proposed based on the research conclusions,providing useful reference for the development of China’s regional innovation system.The results of this paper show that,first,the measurement of the efficiency and evolution of China’s regional innovation system shows that China’s innovation efficiency generally shows a trend of slow growth,showing a certain degree of agglomeration.Among them,it was found that the innovation efficiency of eastern and some central regions such as Anhui,Hunan and Hubei was high,and the innovation efficiency of western and northeastern regions was low.Secondly,based on previous research on the factors affecting the efficiency of regional innovation systems,this paper analyzes the impact of various factors on regional innovation efficiency and the path of action between them from three aspects: innovation subject,innovation resources,and innovation environment.It is found that there is a positive chain relationship between "innovation environment,innovation resources,and regional innovation efficiency," in which innovation resources have a direct positive impact on regional innovation efficiency.In addition,it is also concluded that the innovation subject will have a negative impact on regional innovation efficiency,and the innovation environment will have a negative impact on the innovation subject.The reason may be that the imperfect innovation environment will lead to lower resource allocation efficiency,thereby affecting the development and cooperation of the innovation subject,and ultimately affecting regional innovation efficiency.Thirdly,the influence of the spatial location of the regional innovation system on innovation efficiency is studied from the external influencing factors of the regional innovation system,and the results show that from 2009 to 2020,the innovation efficiency of the regional innovation system generally shows a significant positive correlation in space.Among them,from 2015 to 2018,the correlation between regions on innovation efficiency gradually decreased,and after 2018,it slowly increased,and the external impact of spatial spillover on regional innovation tended to increase.This may be due to the fact that from 2009 to 2015,the effect of interregional cooperation was maximized,and each region increased investment to improve local innovation efficiency to a higher level,leading to homogeneous competition and thus weakening interregional spatial ties.By2018,the innovation capacity of each region will continue to increase,and with the deepening of market economy and openness,the influence of spatial factors on innovation effect will continue to increase.Therefore,in order to enhance the knowledge absorption and spillover capacity of the innovation system and improve the efficiency of the regional innovation system,it is necessary to promote regional innovation collaboration and strengthen the spatial spillover effect.Based on the existing theoretical viewpoints and the above empirical analysis results,countermeasures and suggestions are proposed to promote the innovation capacity of China’s regional innovation system from the following four aspects: first,improving the quality of innovation entities and optimizing the structure of innovation entities;Second,increase investment in innovative resources and efficiently promote resource transformation;Third,improve the innovation resource environment and achieve effective resource allocation;Fourth,promote collaborative cooperation in regional innovation and strengthen spatial spillover effects.
