Research On Reform And Development Of Public Welfare Inspection And Testing Institutions

China’s economy is developing from "quantitative change" to "qualitative change".Inspection and testing is an important part of national quality construction.As a knowledge-intensive industry,it plays an important role in improving product quality,promoting industrial upgrading,protecting ecological environment,and promoting high-quality economic and social development.Both from the number of institutions and detection capacity have been greatly improved.With the gradual deepening of the marketization of inspection and testing industry,especially in the context of institutional reform,public welfare inspection and testing institutions are faced with development difficulties such as weak capacity,rigid system and mechanism restricting development,limited scope of service radiation,and fuzzy positioning of the nature of inspection and testing institutions.In this context,the research on the reform and development of public welfare testing has its theoretical and practical significance.This thesis has accumulated research materials through case study and field investigation,and on this basis,it further summarizes and analyzes how public welfare inspection and testing institutions achieve development through their own reform under the background of high-quality development.This reform includes both the change of management mode and the transformation of development path.This thesis starts from the introduction of the development status of the inspection and testing industry,classifies the testing institutions of different nature in the industry,and expounds the testing content carried out by the inspection and testing institutions,further analyzes the public inspection and testing institutions in the inspection and testing institutions,and compares them with the third-party testing institutions.Although the market-oriented reform in the industry is the mainstream trend,However,public welfare testing institutions still exist for a long period of time.Public welfare testing institutions include both financial appropriations and balance financial appropriations,all of which have the property of public welfare.Under the background of market-based reform,this type of testing institution should be positioned according to its own characteristics in the development.However,in the development of this type of inspection and testing institutions,due to their own low level of development,system defects and other reasons,they failed to give full play to the public property of "serving local industry development as the goal,serving enterprises as the core".Through the innovation and reform of public welfare inspection and testing institutions in BZ City,the author tries to optimize the development path of public welfare inspection and testing institutions from the perspectives of management mode innovation,public platform construction,personnel training and targeted industrial development.Generally speaking,the development direction of public welfare inspection and testing institutions should be more diversified and comprehensive.The key is to adapt to local conditions and explore suitable paths for their own development.
