Evaluation And Countermeasures Of The Integrated Development Of Rural Three Industries In Yantai City

The development of three industries in rural areas is the fundamental way to achieve the revitalization of rural industries.Since the State Council issued the "Guidance on Promoting the Integrated Development of One,Two,Three Industries in Rural Areas" on December 31,2015,"promoting the integrated development of three rural industries" has become a keyword in various agricultural policies.The outline also makes clear requirements on how to develop the integration of the three rural industries.The best way to follow the national development direction of the integration of the three rural industries is to seize the opportunity to realize the transformation of Yantai from a large agricultural city to a strong agricultural city and promote the integration of the three rural industries.However,there is no clear answer to the question of how far the integration of the three rural industries in Yantai has developed and what problems exist,so it is necessary to have an objective and scientific evaluation of its development level,analyze the existing problems,find solutions based on the problems,improve the quality of integration development,and help Yantai realize rural industrial revitalization as soon as possible.In this paper,from the perspective of Yantai City,we study the level of integrated development of three rural industries from the perspective of agricultural multifunctional theory,industrial cluster theory and industrial chain theory.Firstly,by analyzing and sorting out the existing research results on industrial integration and rural three-product integration at home and abroad,it provides a theoretical basis for studying the development level of rural three-product integration in Yantai.Secondly,the possibility,reasonableness and necessity of developing the integration of rural three industries in Yantai are argued from three aspects: firstly,the current situation of the development of the first,second and third rural industries in Yantai is explained;secondly,the macro environment of the development of the integration of rural three industries in Yantai is studied using PEST analysis;thirdly,the development conditions,typical cases and existing problems of four types of development modes of the integration of rural three industries in Yantai are analyzed.Finally,according to the principles of objectivity,operability and hierarchy,the evaluation index system of rural three-products integration development level is constructed using the analytical method,and the entropy value method and coupling coordination degree model are combined to calculate the comprehensive evaluation score and coupling coordination degree of rural three-products integration development level in Yantai City based on the statistical yearbook data from2016 to 2021,and the empirical results show that: 2016 to 2021 The overall evaluation score of the level of integration development of three rural industries in Yantai City shows an upward trend,and the degree of coordination of integration development turns from being on the verge of dissonance to barely coordinated.The analysis of the above study reveals that the level of integration development of the three rural industries in Yantai has been improving,but there are still problems of insufficient extension of the agricultural industry chain,supporting facilities need to be further improved,agricultural multifunctionality needs to be further expanded,and the structure of farmers’ income and rural labor force still needs to be adjusted.In view of the existing problems,policy suggestions are put forward: improve the degree of deep processing of agricultural products to extend the agricultural industry chain;increase government support to improve the quality of integration of rural three industries;enhance infrastructure construction to give full play to agricultural multi-functionality;guarantee farmers’ returns to promote the development of agricultural industry.
