Research On The Evaluation And The Path Of Integration Among Three Industries In Xinjiang Rural

In the process of Chinese path to modernization,comprehensively promoting rural revitalization and building a powerful agricultural country is the overall requirement of the report of the 20 th National Congress of the Communist Party of China for agricultural and rural work.The phenomenon of integration will inevitably occur when the industry develops to a certain extent.The "Rural Revitalization Strategic Plan(2018-2022)" clearly states that "industrial prosperity" is one of the important goals of rural revitalization work.Promoting the integration of rural primary,secondary,and tertiary industries(hereinafter referred to as "rural tertiary industry integration")can not only achieve "industrial prosperity",but also achieve "affluent living" for farmers.Xinjiang is a major agricultural province with low processing rate of agricultural products and insufficient development of agricultural multifunctional functions.There is still a significant gap in the integration process of rural three industries compared to the eastern coastal provinces.Xinjiang belongs to both border areas and ethnic minority areas,and the development of agriculture and rural areas is related to the overall social stability.Therefore,summarizing and summarizing the typical experience and main issues of the integration of the three industries in Xinjiang,exploring the path of the integration of rural industries in Xinjiang,is conducive to creating a full agricultural industry chain,focusing on multiple functions of agriculture,enhancing the diverse value of rural areas,and promoting farmers’ income,agricultural efficiency,and rural development.TThe research approach of this article is to systematically analyze the current situation and integration effectiveness of the three rural industries in Xinjiang,based on the concepts of industrial integration and rural integration,and on the theories of division of labor,industrial chain,industrial cluster,and agricultural multifunctional.The entropy method and comprehensive scoring method were used to evaluate the level of integration of three industries in rural areas of Xinjiang,and the obstacle factor model was used to analyze the main obstacles to the integration of three industries in Xinjiang.The case study method was used to summarize the experience and problems of the typical development model of "integration of three industries".Finally,the path for the integration of three industries in rural areas of Xinjiang was conceived,and policy recommendations were proposed.The main conclusions are as follows:(1)The integration of rural three industries has achieved significant results,but there is a significant gap compared to the whole country,and it is in the stage of medium to low level integration.(2)The integration performance index is lower than that of the whole country,and the effect of aiding agriculture and increasing income needs to be strengthened.(3)The insufficient extension of the industrial chain and the insufficient expansion of multifunctional agriculture have constrained the development of integration level.(4)The slow development of leisure agriculture,rural e-commerce,and agricultural product processing industry is the main weakness of integrated development.(5)The lack of a tight mechanism for connecting the interests of the integration entities has led to insufficient motivation for the integration of the three industries.In response to the issues and research findings,the following integration paths and policy recommendations are proposed:(1)Develop multifunctional agriculture and broaden the integration development path of the first and third industries.Specific measures include: relying on rural characteristic culture to strengthen agricultural leisure industry;Focus on developing modern logistics industry and deepening the integration of agricultural logistics industry;Enhance the penetration of technology and promote the integration of agriculture and digital industries.(2)Extend the agricultural industry chain and deepen the integrated development path of the first and second industries.Specific measures include:relying on deep processing of agricultural products to extend the industrial chain;Standardize agricultural product production standards and strengthen brand building;Enhance innovation awareness and improve the level of agricultural product processing technology.(3)Strengthen government macroeconomic regulation and increase the policy guarantee path for the integration of three industries.Specific measures include: reasonably planning the development path and doing a good job in top-level design;Expand financing channels and increase policy support;Leveraging the advantages of characteristic industries and enhancing industrial agglomeration capabilities.
