Comprehensive Evaluation And Improvement Path Of Urban Resilience From The Perspective Of Multi-dimensional Network

Today,the world is undergoing profound changes unseen in a century,and the international environment is becoming increasingly complex,with significant increase in instability and uncertainty.This poses a huge test to cities’ ability to withstand risks,adapt,recover and renew.The concept of resilience meets the needs of urban construction.Therefore,research is conducted on how to scientifically evaluate urban resilience and enhance urban resilience.It is of great significance to urban sustainable development.As a complex open system,the resilience of a city depends not only on its own level of economic and social development,but also on its ability to acquire and allocate network resources in the "flow space".In view of this,this paper regards the city as an open system,puts it on the network for research,scientifically quantifies the resilience of the city and proposes the path to enhance the resilience of the city.This paper takes the Yangtze River Delta urban agglomeration as the research object.Firstly,based on the basic view that cities are complex open systems,the connotation of urban resilience is expanded.Based on the multi-dimensional network perspective,a comprehensive evaluation index system of urban resilience is constructed from four dimensions of economy,society,ecology and infrastructure,and the resilience of the Yangtze River Delta urban agglomeration from 2011 to 2019 is quantitatively assessed.Then,coupling coordination degree model and obstacle degree model are used to analyze coupling coordination and key obstacles,and identify the internal weaknesses of urban resilience system.Secondly,the geographical weighted regression model is used to analyze the key factors that restrict urban resilience.Finally,it puts forward specific suggestions to improve urban resilience.The main conclusions of this paper are as follows:(1)Considering the characteristics of complexity and openness of urban system,starting from the four dimensions of economy,society,infrastructure and ecology,and following the principles of systematicness,scientificity,data accessibility and results,19 indicators including economic network,social network,traffic network point degree centrality and intermediate centrality are selected to construct a comprehensive evaluation index system of urban resilience.(2)From 2011 to 2019,the overall level of urban resilience in the Yangtze River Delta urban agglomeration improved,but showed obvious spatial differentiation.First of all,the comprehensive index of urban resilience showed an overall upward trend,from a medium level to a high level.Secondly,the Yangtze River Delta urban agglomeration has formed a spatial differentiation pattern of "scattered distribution of medium-low toughness cities and lamellar distribution of high-toughness cities".Thirdly,from the perspective of four dimensions,the average order of the resilience index is ecological resilience > economic resilience > social resilience > infrastructure resilience.The contribution rate of ecological resilience and economic resilience to urban resilience is higher.(3)The coupling coordination degree between different dimensions of urban toughness is at a high level and constantly improving,that is,the actual development pace between different dimensions of urban toughness is matched with each other.However,relatively speaking,infrastructure resilience and social resilience are the weak points of urban resilience.The index of infrastructure resilience,the number of Internet broadband access ports per capita,the intermediate centrality of transportation network,the social insurance coverage rate and the point centrality of social network,which measure social resilience,all rank in the top 5 obstacle factors.At the same time,it is necessary to optimize the development of ecological resilience.Although the proportion of ecological subsystem obstacles is not high,the increase of ecological pressure is the largest in the study period,so the construction of ecological resilience cannot be ignored.In addition,the coordinated development of the four dimensions of urban resilience,namely economic,social,infrastructure and ecological,contributes to the improvement of urban resilience and should evolve towards high-quality coordinated development.(4)Analyzing the influencing factors of urban resilience,it is found that Shanghai,Ningbo,Suzhou,Hangzhou and other cities in the southeastern region of the Yangtze River Delta have entered a critical period of the strength of innovation-led resilience;Yancheng,Nantong,Hefei and other cities in the north are led by the rationalization of industrial structure,regional openness and marketization.In western cities such as Tongling City,Chizhou City and Anqing City,infrastructure renewal ability and public environmental attention have a stronger positive driving effect on urban resilience,and the rationalization of industrial structure also has an important impact on the improvement of urban resilience.(5)To enhance the resilience of the Yangtze River Delta urban agglomeration,it is necessary to strengthen infrastructure construction and maintain appropriate redundancy;We will strengthen weak links in social security and continue to improve people’s lives.Optimize ecological and environmental protection and jointly build ecological barriers;Promote coordinated economic development and narrow the gap between cities;We will strengthen regional networks and form complementary resources.
