The outline of the "Fourteenth Five-Year Plan" of Yunnan Province specifies the development requirements for building new urbanization and optimizing the new pattern of land space development in the future.In the context of new urbanization,the quality connotation of urbanization construction is more important.The new urbanization construction in Yunnan Province has achieved remarkable results,but compared with the national urbanization rate of 65.22%,the urbanization development level of 51.72% in Yunnan Province is relatively lagging behind.The urbanization rate of Kunming,the provincial capital,has reached 81.10%,while that of Diqing Prefecture is 33.02%.There are great differences in urban development between regions.The scientific and rational use and management of construction land is the key to promote the high-quality development of cities and towns.If there is no planning for the scale of construction land and the tendency to supply single-use land,it will restrict the high-quality development of cities.To fully grasp the current situation of the quality of urban development in Yunnan Province,analyze its changing rules,and explore the impact of the supply scale and structure of construction land in the 16 prefectures and cities on the quality of urban development,has far-reaching significance for the rational development and utilization of land resources in Yunnan Province,improving the quality of regional development in Yunnan Province,and realizing its sustainable urban development.Based on system theory,location theory,land supply and demand theory,land resource allocation and other relevant theories,referring to relevant literature,and based on the understanding of the connotation of urban development quality and the general situation of Yunnan Province,this paper constructs a comprehensive evaluation index system of urban development quality in five aspects: urban construction,public service,economic development,residents’ life,and ecological environment,The principal component analysis method is used to measure the comprehensive index of urban development quality of 16 prefectures and cities in Yunnan Province from 2011 to 2020.On this basis,the spatial-temporal evolution law and spatial correlation of urban development quality in 16 prefectures and cities are deeply studied.The spatial econometric model is used to empirically analyze the impact of the supply scale and structure of construction land on the quality of urban development in Yunnan Province.The main conclusions are as follows:(1)The quality of urban development in Yunnan Province has shown a steady upward trend over the years.The overall quality of urban development in central Yunnan has always been ahead of that in other regions.The quality of urban development in the border states and cities in western Yunnan is generally low,and the quality of urban development in each state and city shows an uneven distribution.The quality of economic development and the quality of public services are the main determinants of the quality of urban development in each state and city,which is also the main reason why the quality of urban development in the sixteen states and cities is very different.Further analysis of the spatial distribution pattern of the urban development quality of Yunnan Province in 2011,2016 and 2020 shows that the urban development quality of 16 prefectures and cities in Yunnan Province has a strong spatial correlation.The public service,economic development,urban construction and ecological environment quality of the 16 prefectures and cities have generally been significantly improved in the past decade,while the residents’ li ves are generally at a low quality and relatively low quality level.(2)Through spatial econometric regression,it is found that the supply scale of construction land in 16 prefectures and cities in Yunnan Province has a significant negative effect on the quality of urban development,reflecting that the supply of construction land and urban development are not well consistent,and the level of land conservation and intensive use is not high.The industrial land,commercial land and residential land in Yunnan Province have a significant promoting effect on the quality of urban development,while the public management and public service land have a significant inhibiting effect on urban development,which indicates that the supply structure of various types of construction land in Yunnan Province is unbalanced,resulting in the difference in the quality of urban development.From the perspective of spatial spillover effect,the supply of commercial and residential land in the region has a significant role in promoting the development of surrounding cities,while the supply of industrial land has no significant role in promoting the development of surrounding cities.The supply of public service land in this region has a significant negative effect on the development of surrounding cities.Based on the above research conclusions,this paper puts forward corresponding policy recommendations for different regions in Yunnan Province.First,cities in central Yunnan should focus on improving the level of basic publi c services in cities and strengthening the modernization of urban infrastructure in the future;Second,Wenshan,Honghe and other eight border states and cities should focus on improving the infrastructure guarantee capacity,and then accelerate the construction of public health service system and the development of education;Third,the northeast of Yunnan should make up for the shortage of infrastructure,and more importantly,strengthen ecological protection and restoration;Fourth,cities in western Yunnan should continue to promote the comprehensive transformation and upgrading of tourism,and strengthen the ecological protection and governance of river and lake basins.From the perspective of supply and allocation of construction land,first of all,the local government should formulate a reasonable and detailed construction land use planning and supply plan;Secondly,we should raise the threshold of construction land supply and promote the intensive and economical use of land.Then we should give priority to the supply of land in stock and activate idle land;Finally,we should effectively optimize the supply structure of construction land and improve the quality of urban development.
