Since the reform and opening up,our country relies on rich resources and labor rapidly grew into a remarkable "world manufacturing factory".After China’s accession to the World Trade Organization(WTO)in 2001,products made in China have gradually gone abroad,playing a pivotal role in the production and consumption of countries around the world.However,although China actively participates in global production activities,compared with developed countries,its domestic manufacturing industry has poor comprehensive competitiveness in international production,and some core technologies are subject to others.This production disadvantage is becoming more prominent under the new wave of technological revolution and industrial structure reform,and the traditional production mode with low efficiency and low added value needs to be changed urgently.Therefore,The State Council promulgated the "Made in China 2025" policy in 2015,identifying the organic integration of information technology and manufacturing technology as the main direction of future development,aiming to break the technical bottleneck and improve the added value and technological content of manufactured products through the organic integration of manufacturing and the Internet and the cultivation and development of high-quality talents.So as to achieve the strategic goal of manufacturing power.So,can the development of intelligent manufacturing improve the level of global value chain participation of Chinese manufacturing industries? What role does technological innovation effect,human capital effect and capital effect play in this process? Is there heterogeneity in the impact of intelligent manufacturing on different industries and participation modes of different value chains? At the macro level,has the Made in China 2025 policy increased the level of GVCS participation of the manufacturing industry? This paper will focus on the above issues to explore and analyze.Based on the review of the existing research results,this paper discusses the direct influence mechanism of intelligent manufacturing on the participation level of global value chain,and elaborates the indirect influence mechanism with technological innovation effect,human capital effect and capital effect as channel variables.Then,based on the perspective of value added,the total export is decomposed,and the participation level of global value chain of all manufacturing industries is measured.From the perspective of dynamic analysis,the development of intelligent manufacturing and participation in global value chain of major countries in the world and China are analyzed,which provides a factual basis for the later analysis.Then,the fixed-effect regression model is used to empirically test the influence of intelligent manufacturing on global value chain participation,and the influence is measured comprehensively from the perspectives of channel effect analysis and heterogeneity analysis.In addition,combined with the actual situation of China’s development,this paper regards the "Made in China 2025" policy as a quasi-natural experiment,and uses the differential analysis model to analyze the effect of the policy.The results show that:(1)the development of intelligent manufacturing can improve the participation of Chinese manufacturing industry in global value chain and the position index of global value chain;(2)The results of two-step regression method show that technological innovation effect,human capital effect and capital effect all play a positive channel role,which is consistent with the results of mechanism analysis.(3)Heterogeneity analysis shows that intelligent manufacturing has a more significant promoting effect on forward participation in different GVCS.In terms of different industry types,intelligent manufacturing can improve the participation level of global value chain in capital-intensive industries,but inhibit the participation level of technology-intensive industries.(4)The "Made in China 2025" policy significantly inhibits the backward participation of pilot industries,increases the technological content of products,and improves the global value chain position index.Based on the above research results,this paper puts forward the following suggestions:(1)Further improve the intelligent manufacturing ecosystem,increase the promotion of intelligent manufacturing,and enhance the competitiveness of China’s manufacturing industry in the global division of labor.The state should continue to provide funds and relevant policies to support its development,and accelerate the development of the manufacturing industry to the direction of intelligence and specialization.(2)From the perspective of production factors such as technology,manpower and capital,China should speed up the establishment of technological innovation system and research and development of applicable technologies such as artificial intelligence and 5G in the industrial field.Actively cultivate and absorb high-quality talents and cultivate intelligent technology giants.Improve the credit policy and intellectual property protection mechanism of bank supervision institutions to realize the joint promotion role in multiple paths;(3)All manufacturing industries should accelerate industrial digital transformation,promote the integrated application of new generation of information technology in manufacturing,and improve the level of forward participation in the global value chain of manufacturing.At the same time,differentiated development policies should be formulated according to the different absorption and transformation capabilities of enterprises in different industries to intelligent manufacturing,focusing on improving the level and technical content of intelligent manufacturing in technology-intensive industries,giving full play to the positive promoting role of technical elements,and steadily advancing towards the goal of becoming a manufacturing power.(4)Improve the top-level design of intelligent manufacturing,strengthen policy guidance,optimize the exchange mechanism between supply and demand,and promote the development of intelligent manufacturing in our country in a multi-level collaborative manner.Give full play to the role of the government in top-level design and overall planning,actively introduce policies to lead provinces to develop intelligent manufacturing industry according to local conditions in light of the actual situation,and avoid problems such as repeated construction caused by blind nationwide promotion.
