Research On Operational Risk Evaluation Of The Third-Party Electronic Bidding Platform Of State-Owned Enterprises In Shandong Province

In recent years,with the continuous improvement of the level of information technology,the domestic bidding industry has developed rapidly,various industries and regions in China have gradually established electronic bidding platform.However,due to inconsistent technical standards,imperfect system rules and other reasons,there are still many risks in the actual operation of the platform,some illegal phenomena also occur in the operation of electronic bidding platform,which poses new challenges to the stable operation of electronic bidding platform.Based on the third-party electronic bidding platform of state-owned enterprises in Shandong Province,this paper studies the operational risk assessment of the platform from the perspective of the platform operator,which has certain practical significance in the practical application process.This paper firstly summarizes the third-party electronic bidding platform of stateowned enterprises in Shandong Province from the two aspects of platform construction positioning and operation mode,and expounds the business operation characteristics of this kind of platform.Then,the risk factors of the operation of the third-party electronic bidding platform of state-owned enterprises in Shandong Province are preliminarily identified through the flow chart method,and on this basis,the expert interview method is adopted to supplement the initial identified risk factors and form a preliminary identification list of risk factors.Then,the Delphi method is used to analyze the questionnaire data of experts,further screen and classify the initially identified risk factors,and form the final identification list of platform operation risk factors.Secondly,combined with the risk factor identification list of the operation of the thirdparty electronic bidding platform of state-owned enterprises in Shandong Province,the risk evaluation index system was constructed,and the subjective weight and combined weight of the risk evaluation index were calculated using the analytic hierarchy process and AHPentropy weight method respectively.Through comparison,the platform operation risk evaluation model is established by AHP-entropy weight method,and the operation risk of the third-party electronic bidding platforms of 7 state-owned enterprises in Shandong Province is comprehensively evaluated.Through the analysis,it is found that the risks in the operation process of the seven platforms in Shandong Province are generally at the low and medium risk level,among which the management risk and environmental risk are the two main risks affecting the operation of the third-party electronic bidding platform of state-owned enterprises in Shandong Province.Finally,according to the evaluation results of the platform operation risk,combined with the actual situation of the operation of the third-party electronic bidding platforms of7 state-owned enterprises in Shandong Province,the risk response measures are proposed for the operators of the third-party electronic bidding platforms of state-owned enterprises in Shandong Province from five aspects: management risk,environmental risk,technical risk,capital risk and security risk.
