With the rapid development of China's urban economy,population migrate towards and agglomerates in the city,the city continuously expands its construction land to meet the increasingly tight demand for land.However,there are problems in the process of utilizing construction land,such as idle construction land,low utilization efficiency and unreasonable land structure,which seriously hinders the sustainable development of construction land.Through the evaluation of intensive use of construction land,the utilization situation of construction land can be comprehensively understood,which further provides scientific basis for improving the utilization efficiency of construction land.Determining the weighting method of indices is an important part in the evaluation procedure.However,this focuses on the application of single weighting method but not on the application of combined weighting method in the evaluation of intensive use of construction land.This study introduces a combined weighting method based on Rough Set and Analytic Hierarchy Process and constructs an evaluation model for intensive use of construction land.Case study is used to verify the effectiveness of this combined weighting method.The main research findings are as follows:(1)By analyzing the weighting method commonly used in the evaluation of intensive use of construction land,it is known that AHP tends to ignore the information contained in the index data.The Entropy method and the Coefficient of Variation method fail to consider the actual importance of the index to determine the weight.The combined weighting method based onRough Set and AHP can theoretically alleviate the limitations of common weighting methods and obtain the weights including subjective and objective information.(2)In the case study of Changsha city,the evaluation results of four weighting methods in Furong district,Yuhua district,Kaifu district and Ningxiang city are the same,while the evaluation results of Yuelu district and Liuyang city are quite different.By comparing the the analyses of the land resource endowment,man-land relationship,location conditions,industrial structure,land price factors,policies and systems in Changsha city in 2016,the evaluation results of the combined weighting method based on Rough Set and Analytic Hierarchy Process not only reflects the objective information and actual importance of the index data,but also it is consistent with the actual situation of construction land utilization and social and economic development in Changsha(3)The objective analysis and mathematical test of the evaluation results of the four weighting methods show that the combined weighting method based on Rough Set and Analytic Hierarchy Process is effective and superior in the evaluation of intensive use of construction land.The evaluation result reveals that the extent of the intensive use of construction land in Changsha(including towns and districts)shows a gradual decreasing trend from central city area to peripheral areas.
