| High-tech enterprises are one of driving force to promote the transformation of modern urban economic development.Compared with the central cities of other urban agglomerations such as Hangzhou,Shenzhen,and Beijing,there are fewer National High-tech Enterprises than the abovementioned cities.From the perspective of spatial layout,high-tech enterprises in Shanghai tend to set their business address in the urban area of Shanghai.In fact,the agglomeration of geographic space may reduce the cost on circulation of production factors between enterprises and promote technology spillover effect.Based on data disclosed from the Shanghai Economic Information Commission,this paper applied the spatial stochastic frontier model to measure the technical efficiency of Shanghai’s high-tech industries and the production function of technical products.Conclusions of the enterprise two-stage game model used in this paper indicate that there are two channels of enterprise technology spillovers: positive spillover effects in same technology fields and negative spillover effects in same product markets.The geographical spillover effect of high-tech enterprise technical efficiency is the superposition of positive technical efficiency spillover and market spillover effect.Empirical results show that strategic interaction on invention patents representing the substantial innovation capabilities is strategic substitution in product markets,while other forms of intellectual property tend to be strategic complementary or there is no strategic interaction between enterprises.Therefore,the R&D investment on invention may be squeezed out by investment on other forms of intellectual property.Empirical results on the last two years of the certification cycle of high-tech enterprises also show that the certification mechanism and subsequent policy preferences on National High-tech Enterprises cannot permanently improve the R&D capabilities and R&D return rates of enterprises. |
