| Under the restriction of urban-rural dual system,rural development is faced with the coexistence of multi-dimensional problems such as low land resource utilization efficiency,disordered spatial layout,deteriorating ecological quality,and low agricultural production efficiency,which greatly restricts the construction of a beautiful new countryside and the high-quality development of the economy and society.The implementation of the rural revitalization strategy is the general grasp of the "three rural" work in the new era,and is also the result of the summary and upgrading of many systems of urban-rural relations,rural policies and macroeconomic policies.In the process of transformation from new rural construction to rural revitalization,rural development pays more attention to the role of industrial infrastructure,which reflects the high attention to the ecological environment and rural traditional culture,as well as the good expectation for the modernization of rural governance.Comprehensive land management is to carry out comprehensive management of rural "mountains,water,forests,fields,lakes,grass",to achieve the goal of building a harmonious human land relationship system and optimizing the ecological space of production and living space.It is deeply consistent with the concept,requirements,objectives and connotation of rural revitalization,and is an important carrier and means to promote rural revitalization and development.This paper takes the rural revitalization as the background,and takes the comprehensive improvement of rural land in S County as an example.The main contents of the study are as follows: First,it combs and analyzes the current status of land use in S County and the development of land improvement in the past 20 years,and divides it into three stages: the number of supplementary cultivated land and the construction of basic farmland,the comprehensive improvement of land and the construction of ecological civilization.The second is the land consolidation related projects that have been implemented,mainly including land consolidation projects,urban and rural construction land increase and decrease linked projects and pilot projects of comprehensive land consolidation across the region,and analyzed various benefits generated by land consolidation projects.The third is to sort out the typical cases related to land consolidation and rural revitalization at home and abroad,drawing on the successful experience of advanced regions and gaining inspiration.Using case analysis,field research and other methods,it is concluded that there are some problems in the implementation process of S County’s comprehensive land improvement,such as the lack of unified and scientific planning guidance,the difficulty in supervising land improvement projects,the poor efficiency of comprehensive land improvement,the low degree of rural diversification and the lack of the dominant position of farmers.Combined with relevant theories such as human land relationship and coordinated governance,taking rural areas as the cornerstone,agriculture as the source,and farmers as the root,and finally starting from the three levels of government,society and farmers,it is proposed to take the government as the leading role,and promote high-quality development of land remediation from top to bottom as a whole;Focusing on the society,effectively integrate all kinds of funds and resources,give play to the role of social capital to leverage,and realize the transfer of resources;Take farmers as the main body,cultivate and strengthen the rural talent system,and stimulate the vitality of rural development.Through the research of the paper,it is expected to solve the relevant problems faced by the comprehensive land consolidation in the rapid development process of the current countryside,and provide a certain reference value for further playing the role of the platform of land consolidation and helping rural revitalization. |
