Study On Comprehensive Benefit Evaluation Of Land Improvement Projects From The Perspective Of Rural Revitalization

With the continuous development of my country’s industrialization and urbanization,the vast rural areas are facing the dilemma of aging and weakening population,abandoned land,hollowing out of industries and continuous decline of rural development.The rural revitalization strategy is proposed against this background.Land consolidation is conducive to improving the efficiency of land use and improving the production and living conditions of farmers,and is an important platform for realizing the strategy of rural revitalization.At present,land consolidation is faced with the problems of lack of arable land resources,insufficient reserve resources,and high cost of newly added arable land.Scientific evaluation of the comprehensive benefits of land consolidation is necessary to ensure the orderly development of land consolidation projects,the continuous exertion of comprehensive benefits,and the effective promotion of rural areas.Revitalization is critical.This paper focuses on the evaluation of comprehensive benefits of land consolidation in the context of rural revitalization,and conducts an empirical analysis of the high-standard basic farmland project in Zengdu District,Suizhou City.Firstly,through analyzing the relationship between land remediation and rural revitalization,a theoretical framework for comprehensive benefit evaluation of land remediation in the perspective of rural revitalization is established.The realization of rural revitalization cannot be achieved without the boosting effect of land remediation,and land remediation cannot be carried out without the guidance of rural revitalization,and the relationship between land remediation and rural revitalization is mutual and synergistic.The comprehensive benefit evaluation of land remediation from the perspective of rural revitalization can be carried out under the framework of "prosperous industry,rich life,pleasant ecology and effective civilization".Secondly,based on the theoretical analysis of the evaluation of comprehensive benefits of land remediation from the perspective of rural revitalization,an evaluation system covering one target layer,four criterion layers and 13 indicator layers was built.Using the Delphi method and hierarchical analysis method,and combining with the actual land remediation projects in Zengdu District,Suizhou City,we can obtain that the target layer is the comprehensive benefit of land remediation from the perspective of rural revitalization(M),the criterion layer is the prosperity of industry(A1),affluence of life(A2),ecological livability(A3)and effective civilization(A4),and the indicator layer is refined into the annual output value of new arable land per unit area(B1),land utilization rate(B2),new arable land rate(B3),annual output value of existing arable land after improving production conditions(B4),return rate of input and output(B5),number of people who can be supported by new arable land(B6),number of people employed per unit of investment(B7),increased value of land reclamation rate(B8),increased value of green vegetation cover(B9),increased value of irrigation guarantee rate(B10),public recognition(B11),public participation rate(B12),and the decrease in the number of tenure dispute incidents(B13).Finally,an empirical analysis of the evaluation of the comprehensive benefits of land remediation was conducted on the example of the high-standard basic farmland project in Zengdu District,Suizhou City,and relevant suggestions were made to improve the comprehensive benefits of land remediation.Using the fuzzy comprehensive evaluation method,according to the principle of maximum affiliation,the maximum affiliation values of industrial prosperity index,living affluence index,ecological livability index and civilization effective index are 0.1725,0.1522,0.1024 and 0.1458 respectively,and the corresponding grades are "excellent".The comprehensive benefit evaluation result of the basic farmland project in Zengdu District of Suizhou City is "excellent".However,the comprehensive benefit of land improvement can still be improved from the following aspects: First,strengthen the system to ensure the synergistic development of land resources,industrial layout,infrastructure and environmental protection.Second,to strengthen the post-management,to ensure that the long-term benefits of land remediation project construction results.Third,call for public participation to effectively achieve the improvement of villagers’ spiritual civilization and rural governance.
