Research On Risk Control Of Counter Operations In Rural Bank

More than 40 years since the reform and opening up,economic development has made remarkable achievement,with China’s rapid GDP growth,enjoy the dividend policy,also is the profits of commercial Banks,but as the international trade friction into troubled times,trade barriers and protectionism looked up,at the same time,domestic economy has entered a capacity,inventory and restructuring in the late stage of development,The industry environment that commercial banks are facing is becoming more competitive and the commercial environment is becoming more complex.In particular,in the first half of 2020,the whole country and even the whole world were affected by the "COVID-19" epidemic,the profit of the banking industry decreased by 9.4% year on year,and the growth rate decreased by 15.86 percentage points compared with the same period last year.Some commercial banks have suffered frequent outbreaks of cases,such as "loss" of depositors’ deposits,misappropriation of customer funds by employees,theft of cash in self-service equipment,trading of customer information,forging of large bills,and illegal use of seals.These cases have caused fund losses and serious reputation impact on the banks.In recent years,counter operations of some banks have been questioned.As a basic business of banks,counter operations should be paid more attention to,which makes people put forward urgent needs for the prevention and control of operational risks of banks.This paper first summarizes the relevant concepts and theoretical basis with the help of literature research method,that is,it covers the definition of operational risk and the types,characteristics and concepts of counter operating risk,and summarizes relevant theories at the level of literature review,such as internal control management theory,information asymmetry theory and enterprise governance theory.L Rural banks have realized the diversification of business under the background of the new era,but there are still problems such as unreasonable teller structure,non-standard counter operation and large operational risk.Based on this,the questionnaire was used to evaluate the counter operation level of L rural banks,and it was found that the comprehensive score was 2.83,which was only close to the medium level of 3,and the satisfaction of the counter operation level was not high.It can be seen from the specific identification of operational risks that the risk factors faced are diversified,covering four levels,namely institutional risk,operator risk,operational technology risk and operational mechanism risk.Through factor analysis,16 secondary indicators were finally formed.In order to effectively understand L village bank counter operation risk level,the author has carried out an assessment of its risk,the results show that the risk level of counter operation technical risk is the highest,followed by the operator risk,then the operating system risk,and finally the operating mechanism risk,and the overall risk level is a greater risk level.Therefore,it is particularly necessary to effectively prevent and control the operational risks of L rural banks.To be specific,we can start from improving the operational risk control system and other rules and regulations to do a good job of institutional risk prevention and control.At the same time,operators’ risks should be dealt with by strengthening online learning,optimizing staff post allocation and improving reward and punishment mechanisms.Through the application of information technology,operation cabinet process optimization,to cope with operational technical risks;By establishing a good internal control system,risk early warning mechanism,to deal with the operational mechanism risk.
