With the gradual optimization of China’s supply-side structure and the continuous deepening of the reform of the pharmaceutical and health system,the pharmaceutical industry is developing in the direction of standardization,intensification and informationization.For medium-sized pharmaceutical enterprises,profit margins are constantly being compressed,and to enhance their competitiveness,enterprises should take into account their actual situation and adopt an effective scientific management model.Performance management is one of the cores of internal management,and nowadays the mainstream performance appraisal methods include balanced scorecard,target and key result method,etc.More and more enterprises are seeking breakthrough innovation in organizational management,hoping to start from the strategic objectives of the enterprise,taking performance as the core,and organically combining the capital,technology,personnel and other resources of this enterprise.It is an important issue for enterprises to choose a business performance appraisal system that meets the realistic needs and helps them improve their overall performance level.HK Pharmaceutical Enterprise is a subsidiary of a pharmaceutical group,whose main business includes procurement,wholesale,logistics and distribution and storage services of drugs in chain stores.Limited by the scale and operation mode of the enterprise,the overall management mechanism and level of the enterprise needs to be improved.This paper takes HK pharmaceutical enterprise as a case,and analyzes the current performance appraisal system and the current situation of the enterprise.Through analysis,it is concluded that the current performance appraisal system of the enterprise is not linked with strategic objectives and the communication channels are closed,which leads to the lack of obvious incentive effect of the performance appraisal system and cannot ensure the efficient operation of the organization and promote the achievement of benefits.Based on theories related to performance appraisal,combined with the development strategy of the enterprise,and based on the four dimensions of finance,customers,internal processes,learning and growth,this paper concludes that the enterprise has a performance appraisal system that combines the balanced scorecard and the goal and key result method in internal management and information system,and aims to rebuild a comprehensive performance appraisal system that meets the strategic goals of the enterprise and is scientifically sound.This paper adopts literature research method,case study method,questionnaire method and hierarchical analysis method to analyze the possibility of combining the balanced scorecard and the goal and key result method by reading and organizing the research contents of performance appraisal methods by related scholars at home and abroad.In this paper,we analyze the organizational structure and strategic objectives of HK Pharma,select four key indicators in the dimensions of finance,customers,internal processes,learning and growth,and assign weights to them to design a BSC-OKR performance appraisal system that fits the reality of HK Pharma.The BSC-OKR performance appraisal system is applied to HK pharmaceutical company,and it is expected that the research of this paper can improve the current situation of business performance appraisal,and the performance feedback and proposed supporting measures can have some reference value for the performance management of the case company,and enrich the application cases of balanced scorecard and goal and key result method performance appraisal system in practice.
