Research On The Difficulties And Countermeasures Of Digital Rural Construction In Yumen City

Since No.1 central document first mentioned "digital village" in 2018,No.1central document has made top-level planning and design for the construction of digital village for five consecutive years,which fully demonstrates that the CPC Central Committee and the State Council attach great importance to digital village and pay attention to the important role of digital village construction in boosting rural revitalization and promoting the modernization of national governance system and governance capacity.Yumen City,as one of the first pilot counties and cities of digital rural construction in China,has actively explored and practiced digital rural construction since the pilot work.Although it has achieved certain results,rural network culture has been comprehensively strengthened,and Internet plus government services have been extended to all rural areas.However,through investigation,it is found that Yumen City’s digital rural construction still faces certain difficulties and problems.Therefore,this paper studies the construction of digital countryside in Yumen City from an academic perspective to determine the crux of restricting the construction of digital countryside in Yumen City,and offer suggestions for the future construction of digital countryside in Yumen City.This paper uses digital governance theory,multi governance theory,and public governance theory as the theoretical support of the study.Through literature review,questionnaire survey and interview research methods,this paper comprehensively analyzes the current situation of digital rural construction in Yumen City,summarizes the problems in the current digital rural construction in Yumen City,and analyzes the causes of the problems from multiple perspectives,At the same time,the paper draws on the advanced experience of the regions where the domestic digital rural construction has achieved remarkable results,and finally puts forward countermeasures and suggestions to solve the plight of the digital rural construction in Yumen City.This research mainly includes seven aspects.The first part introduces the background and significance of the research,studies the current situation of digital rural construction from both domestic and foreign perspectives,and determines the ideas and methods of the research,pointing out the direction for the smooth development of the research.The second part defines the relevant concepts such as digital village,studies and analyzes the basic connotation of the concepts such as digital village and digital village construction,and conducts research in combination with public governance theory,digital governance theory,multi governance theory and other theories,providing theoretical support for the implementation of the research.The third part analyzes the current situation of digital rural construction in Yumen City.Based on the general situation of the digital rural construction in Yumen City,the questionnaire survey method and interview method are used to investigate the digital rural construction in Yumen City and explore its actual construction effect.The fourth part is the analysis of the difficulties faced by Yumen’s digital rural construction and the causes,and the analysis of the existing main problems,mainly including five aspects: the gap in rural information infrastructure construction,the establishment of a unified public support platform,the limited transformation and upgrading of the digital economy,the weak construction of the digital governance system,and the mechanism for sustainable development to be improved,and further analysis and research on the causes of the problems.The fifth part analyzes the typical cases of domestic digital rural construction and draws on its advanced experience.The sixth part is based on the analysis of the difficulties and causes of the digital rural construction,combined with the actual situation of the digital rural construction in Yumen City,and on the basis of the successful experience of domestic pilot construction,put forward countermeasures and suggestions to solve the difficulties of the digital rural construction in Yumen City.First,consolidate the foundation of digital rural construction,and take multiple measures to promote the pace of rural digital development by vigorously cultivating talents needed for digital rural construction,expanding investment channels for digital rural construction,and improving rural information infrastructure.Second,strengthen the construction of digital rural public support platform,establish and improve the agricultural and rural big data system,and improve the function of digital rural application platform and information service system.Third,cultivate new forms of rural digital economy.The government guides the participation of multiple social entities.Digital technology enables agricultural development and develops new forms of agricultural economic development.Fourth,explore a new mode of multi subject collaborative governance,and ensure the effective participation of multi subjects under the digital governance system and promote the effective implementation of digital governance by enhancing the supply of digital governance technology.Fifth,explore the establishment of a mechanism that can guarantee the sustainable development of digital rural construction,and improve the security mechanism of digital rural construction by formulating a scientific,reasonable and effective system security system and evaluation system.The seventh part is the conclusion and outlook.
