State-owned enterprises play a crucial role in the development of China’s economy.Nowadays,at the cross point of two centuries,China steps on a totally new stage,state-owned industries meet more brand new challenges and chances.It requires a much higher standard of development for state-owned industries,such as the core capacities of organization,production,marketing,management,creation,cultural etc.Modern management methods need to be used to solve some realistic problems and conflicts in state-owned industries such as all employees are paid the same regardless of how they performed and how the company performed,and that lack of the motivation to create and compete.Therefore,the application of performance management can be indispensable and quite necessary.This thesis will be based on Y state-owned industry.Y company is a medium large size state-owned manufacturing company,which is in the leading position in the area.However the management system and digital transformation is lack of structure.The company includes both production lines and administration departments.It is a large manufacturing company with more than two thousands employees,who have different education background.Due to the peculiarity of state-owned enterprises,Y company has not fully entered the fully competitive market environment yet.The annual output of the enterprise is generally planned at the beginning of the year,the production task of the year is totally decided according to the quantity approved by the superior bureau.It is out of touch with the market.Therefore,the employees of the enterprise have a slack mentality and lose the motivation of entrepreneurship and innovation.This paper will analyze Y enterprise and give a specific suggestion by literature research,questionnaire and interview survey,and exploring the problems existing in Y enterprise at the present stage.First of all,clarify the direction and targets,find the real problems and methods to improve.Secondly,build up the system of performance management based on Y enterprise’s situation.Thirdly,determine the KPI dimension and indicators according to the SMART principle and continuously improve the system.By creating performance management model that suits Y company and a competitive atmosphere helps the company to accomplish the 14 th Five Year Plan and achieve the high-quality development.
