Performance management is an important implement and means of human resource management in the modem enterprise. But the effect of performance management is not good in our country state-owned enterprise. Therefore, correctly understood performance management, according to the enterprise reality, re-examines the original performance management system, establishes new conforms to this enterprise development condition performance management system to have the extremely important theoretic and the practical significance regarding the enterprise achievements goal best realization.Nowadays, state-owned enterprises always confront with the problem of low enthusiasm and efficiency. The managers do a great many efforts and focus on performance measurement. Yet it works a little. Therefore, it is bound to be significant if we scan state-owned enterprises' performance with a systematic attitude, which aiming to search right ideas and methods to make breakthrough and innovation in performance management.Based on the recently research work and supplied by case research, this paper brings forward the systematic idea of reforming state-owned enterprises' performance management according to the actual situation. The main point is as followed. First of all, the author brought forward the questions of H company, basing on the analysis of its performance management. Finally, a proposal to establish a circulating system of performance management based on the strategy of the enterprise is put forward in order to carry out the performance management effectively.
