Research On Food Safety Supervision In Xi’an

Food safety has always been the focus of all countries in the world,and the industry has many problems,such as the use of illegal additives,waste oil,and unquarantine meat.Due to the food safety problems occur frequently,consumers once had a serious food safety panic,resulting in social instability.Therefore,for government departments,how to solve this food safety crisis has become an important test.With the development of the Internet and e-commerce,some emerging marketing methods have been recognized by more food industries.Under the development momentum of new business,it has also brought many new challenges to the supervision of food safety.As an "Internet celebrity city",Xi’an has a large population base and a large floating population.So food safety plays an very important role in Xi’an.Although Xi’an’s food safety supervision has made many achievements,the impact of new business formats on food safety continue to increase,and food safety supervision still has problems such as inadequate supervision and lagging in laws and regulations,which affect the development quality of the entire food industry in Xi’an.Based on the theory of responsible government and collaborative governance,this paper conducts research on food safety supervision in Xi’an.At the same time,through literature research,case analysis and interviewing method,it deeply explores the performance of food safety supervision in Xi’an.Through the supervision subject,supervision object,supervision basis,and supervision method,we understand the basic situation of food safety supervision in Xi’an.Upon study,it is found that: Firstly,Xi’an has set up a three-party integration main structure with government as the main body.The main target of supervision is "small" catering and the third-party platform,and the supervision is based on administrative law enforcement and criminal justice.It adopted the feedback mechanism of trust-breaking list.Secondly,it sorts out the problems and causes of food safety supervision in Xi’an,and believes that the problems are: Poor synergistic supervision effect between supervision subjects,uncompacted responsibilities of third-party platform,difficulty in measuring and implementing credit supervision methods,and serious formalism in the identification of trust-breaking list.At the same time,it pointed out that the causes of its problems are as follows: The responsibilities of the supervision subjects are unclear and the communication mechanism is not perfect.The interests of the supervision objects are complex and the self-discipline awareness is poor.The supervision method is backward,restricted by various conditions.The information on each platform is not shared,and the interaction is blocked.Thirdly,optimizing the path of food safety supervision in Xi’an can proceed from the following points: Define the rights and responsibilities of supervision subjects and create a good environment for collaborative governance.The formation of industry self-discipline supervision contracts is also important to achieve integrity management.Governments should implement differential treatment so that increase the responsiveness and create dynamic platform linkages countermeasures to achieve information sharing.These four measures can help the government increase the effectiveness of supervision and promote the resolution of regulatory problems.It is hoped that the case study based on the theory of responsible government and the theory of collaborative governance will be beneficial to the handling of food safety supervision issues in Xi’an.
