Along with the social and economic development,the urbanization process is accelerating,more and more farmers choose to work in the city,using their own skills,and quickly become part of the city,the vast group of migrant workers effectively promote the development of modern cities.However,in rural areas,as most of the laborers of the right age go to work and live in cities,the rural working population is getting smaller and smaller,and a large amount of land is deserted and idle,making it difficult to give full play to the role and value of land.To solve this problem,China has comprehensively promoted land transfer policies in rural areas and actively encouraged social forces to inherit land management rights.However,due to traditional thinking and the shortcomings of the existing system,some farmers still have concerns that they will lose their contracting rights after the land is transferred,and thus are unwilling to cooperate with the land transfer policy,which seriously affects the promotion of land transfer nationwide.In order to promote the implementation of land transfer policy,the state has introduced a number of policies and systems based on the actual situation of land transfer in China,and separated the contracting rights and management rights of land to effectively activate the value of land resources,and widely appealed to farmers to participate in the land transfer process.It is worthwhile for experts and scholars to study and discuss how the policies are implemented,how farmers respond to the national policies,and whether the policy reforms can promote the effective development of land transfer.Taking this as the starting point,the article analyzes various factors influencing farmers’ willingness to transfer land from the perspective of factors influencing farmers’ willingness to transfer land,in order to complete the domestic land transfer work and guarantee the consistency of land transfer.Based on the theoretical bases of ground rent theory,property rights theory,economy of scale theory and institutional change theory,this thesis introduces the overall overview of rural land management rights transfer in Shaoxing,analyzes the policy of rural land management rights transfer in Shaoxing,the current situation of the transfer and the main characteristics of rural land transfer,taking Shaoxing,Zhejiang Province as an example and specifically combining literature review,questionnaire survey and empirical analysis.We also analyzed the willingness of the sample farmers to transfer their land based on the results of the survey of farmers,and discussed the factors influencing the willingness of farmers to transfer their land in terms of the personal characteristics of the household head,the family situation of the farmers,and the policy factors.Countermeasures and suggestions for improving the transfer of rural land management rights in Shaoxing City are proposed for the main factors.This thesis finds that:firstly,China is implementing the policy of "separation of three rights" in an orderly manner,and Shaoxing City has made certain achievements in land transfer,and the local government of Shaoxing City has introduced a number of policies and systems,while increasing the publicity of relevant policies to further improve the transfer rate.Secondly,after a survey of the farmers in Shaoxing City,it is found that the transfer methods are limited to the common ones,the range of transfer objects is not large,the transfer information is not widely disseminated,and the efficiency of land transfer is low.Third,farmers in Shaoxing have a relatively high willingness to transfer land,and factors such as the degree of understanding of land policies,participation in pension insurance and the number of farmers’ family members are significant in relation to the willingness to transfer land,and the coefficient values are above 1,which has an important influence on farmers’ transfer. |
