After nearly 40 years of reform,along with the continued development of urbanization,industrialization,and information technology in China,a large number of rural young and middle-aged laborers have entered the cities or moved to the secondary and tertiary industries for employment.The system of dual isolation between urban and rural areas is not Re-existence,the integration of urban and rural integration trend is increasingly prominent.In the current period,vast rural areas have begun to show new characteristics of the times: the traditional closed atomized villages have been disintegrated,the mobility of people has been strengthened,and the concurrent agriculture,aging,and feminization are widespread.Fragmentation,land reclamation,and idleness have led to low efficiency in agricultural cultivation;problems such as the massive loss of traditional agricultural labor force,induced “who will plant land” and “how to plant land” are becoming the bottleneck restricting the development of the current rural,agricultural,and peasants.The reality of dilemma forced the reform of the system.Basis of the original household contract responsibility system for joint production,the reform of the “The separation of three rights” of rural land was promoted in due course.By insisting on the basic position of collective ownership,the right to subcontract operation is divided into two,leading to new management rights.Under the premise that farmers have the right to land contract,the right to operate can be marketized.The report of the Nineteenth Congress pointed out that we need to maintain the stability of the land contracting relationship and “lasting the same”,it has laid a solid foundation for revitalizing the right to operate.Promoting the transfer of management rights is the core of the “three powers division” of rural land.It not only can achieve appropriate scale management and modernization of agriculture,but also is the focus of solving the “three rural issues”.However,the current trend of rural land circulation shows some unavoidable problems and risks.In particular,traditional agricultural areas have seriously affected China's new round of rural land reform process.Rural land reform,as a major aspect of comprehensive deepening reforms,concerns thepeasants' pursuit of a better life.Therefore,the focus of the article is on the current plight of the transfer of rural land management rights in China.Through the field survey and study in the sample area,the causes are analyzed and the crux of the problem is discovered.It is hoped that some feasible countermeasures and suggestions will be proposed to help rural areas build an overall well-off society as soon as possible.The introduction part mainly introduces the research background and the purpose of the research.We will grasp the research direction by sorting out relevant researches on land in foreign countries and the focus of current domestic research.In terms of research methods,this paper uses four research methods.The combination of questionnaire and interview method is the innovation of this paper.The first chapter is mainly to understand the connotation and boundary of agricultural land through the interpretation of the legal and economics of "The separation of three rights ".At the same time,it also analyzes the related concepts of the transfer of farmland management rights.The second chapter is the focus of the article research.Through the analysis of the overall environment of the management right transfer,we will grasp the main profile of the sample area.Based on the questionnaire survey data,conduct interviews on the basis of the problem to understand the current status of rural land circulation and analyze the main issues and risks of land circulation in the sample area.The third chapter is based on the previous investigation and research.According to the predicament of rural land circulation in the current period,the causes of the analysis are from the perspective of the government,the perspective of the farmers and the perspective of the managers.The fourth chapter is mainly to resolve the current dilemma of thinking,and explore the basis of optimizing the flow of internal and external environment,using multi-agent cooperation system to build an efficient agricultural land circulation mechanism.The fifth chapter is the summary and the outlook,which is mainly to make an overall summary of the research of the article,and to look forward to further deepening the research in the future.
