A Study On The Efficiency And Its Promoting Mechanism Of Agricultural Land Use Aiming At The Yield And Income Growth In Hunan Province

The two The only way to develop modern agriculture is to improve the efficiency of agricultural land use,and the two main goals of agricultural land use are to increase the effective supply of agricultural products to meet the growing demand,that is,to increase production;As well as efforts to improve the regional economic development and farmers’ income level,namely,increase income.However,in the actual agricultural development,agricultural yield increase and income increase are often inconsistent,there is decoupling phenomenon.Based on the Tapio decoupling theory,this paper analyzed the changing trend and decoupling state of the increase and income of total grain production and agricultural output as well as total agricultural grain production and agricultural disposable income in Hunan Province,evaluated the situation of agricultural land use efficiency in Hunan Province,and discussed the main factors affecting agricultural land use efficiency.Then,the super efficiency SBM model and two-stage DEA model were used to measure the agricultural land use efficiency in Hunan Province from 2000 to 2019.On this basis,the Tobit model was used to deeply discuss the influencing factors of agricultural land use efficiency.Finally,some research conclusions were drawn and some targeted countermeasures and suggestions were proposed.The main conclusions are as follows:(1)During the study period,the relationship between the total agricultural food production,the total agricultural output value and the disposable income of farmers in Hunan Province showed periodic dynamic changes,that is,the periodical decoupling or coordination relationship;(2)Analysis of the efficiency of agricultural production and marketing stages in different regions in typical years shows that the efficiency of the two stages is significantly correlated except in 2019.However,the randomness of the positive and negative correlations means that phased and differentiated policies should be adopted to coordinate regional agricultural increase and income.(3)It was found that there was a significant correlation between the efficiency values of each stage of agriculture;(4)Among environmental factors,water resource is one of the most important factors in agricultural production,so effective irrigation rate is very important to the production stage;Stage factor analysis is a good supplement to single stage factor analysis and can provide reference for further decision making of agricultural policy.(5)The single-stage and two-stage evaluation of agricultural production efficiency can reveal the efficiency of agricultural production from different angles.The stage model can identify the inefficient environmental factors,and the two-stage model can determine the inefficient structural factors.The two analysis results can be cross-referenced and supplemented to provide policy support for agricultural development.The countermeasures and suggestions are as follows:To improve the utilization efficiency of agricultural land in Hunan,the first thing is to improve agricultural infrastructure and establish high standard basic farmland;Secondly,we should divide and govern the property right of agricultural land and build an active agricultural land market.Thirdly,Hunan agricultural land utilization process must be appropriate scale management,fully tap the potential of land use;Finally,we should improve the quality of labor and integrate it into smart agriculture.
