Study On The Evaluation Of Agricultural Land Utilization Efficiency Based On GIS And DEA Methods

Agriculture is the foundation of the national economy, which would affect the stability of our country. China is an agricultural country, per capita agricultural land area is only 0.47 ha, per capita arable land area is less than 40% of the world’s average level. Faced with many outstanding problems such as growing agricultural land resource shortage, severe quality degradation, non-agriculturalization of farmland, farmland utilization of rough, uneven distribution, in order to improve the efficiency of regional agricultural land utilization, finding out contradictions that exist in the area of farmland use and formulating the regional differentiation of appropriate policies, will be the guarantee of our country food security and the effective approach for the rapid development of national economy.This paper uses C2 R model and BC2 model of data envelopment analysis to study agricultural input and output efficiency of each district cities in Shaan’xi province.By studying the regional difference of transverse and longitudinal variation characteristics, combined with the projection analysis, this paper finds out the problems existing in Shaan’xi province various prefecture agricultural land use, and improves the utilization efficiency of agricultural land around the city of differentiation policy and the suggestion, so that could reference for the decision of the governments and relevant departments.Through the research and analysis, this paper drew the following main conclusions:(1)The agricultural land utilization efficiency in Shaan’xi province is high in the south and low in the north. Regional agricultural land utilization efficiency of the Shannan region, the Guanzhong region and the Shanbei region is 0.912, 0.868 and 0.796 respectively. The agricultural land utilization efficiency of Hanzhong and Tongchuan is 1, which is at a highest level of efficiency of Shaan’xi province, the agricultural land utilization efficiency of Yulin and Weinan is 0.6554 and 0.4804 respectively, which are at the lowest level of efficiency of Shaan’xi province. The province’s agricultural land use efficiency has the following characteristics: the agricultural land utilization efficiency is greatly influenced by natural climate, utilization efficiency is similar to the distribution of natural climatic zone, that use efficiency in warm humid regions is relatively high; inside the area, the agricultural land utilization efficiency is greatly influenced by economic development and human factors.(2)From 2008 to 2012, agricultural land utilization efficiency in Shaan’xi province showed a trend of rising. The province’s agricultural land utilization efficiency increased by 7.85%, where increased the most is the Shanbei region that rose by 13.81%.And the Guanzhong and Shannan region rose 3.12% and 8.48% respectively. This shows that with the continuous improvement of Shaan’xi economic level, the growing agricultural inputs and the more reasonable allocation of resources, so that agricultural land utilization efficiency is improved.(3)In the entire province scope, agricultural production inputs exist a large amount of redundancy of five cities includes Baoji, Weinan, Yanan, Yulin, Ankang. There are obvious redundancy in arable land area, total power of agricultural machinery, animal husbandry, fishery practitioners, and a small amount of deficiencies in terms of output. So to improve the efficiency of the five city’s agricultural land utilization, we must focus on the investment aspect and further optimizing the allocation of resources.(4)In order to promote the province’s agricultural land utilization efficiency, we should focus on Weinan and Shanbei region. From the perspective of the decomposition efficiency of agricultural land comprehensive efficiency, pure technical efficiency of Weinan too low is the main reason that leads to lower its overall efficiency, and the comprehensive efficiency of Shanbei region is low due to its low scale efficiency.(5)According to the current land utilization problems in Shaan’xi province and the results of DEA, this paper puts forward four suggestions to improve the utilization efficiency of agricultural land of Shaan’xi province. In Weinan, promoting agricultural technology promotion would improve the technical level of agricultural production. In the Shanbei region, reasonable allocation of resources and moderately expanding the scale of operation would improve the efficiency of scale. Transformation of the mode of agricultural development would improve the utilization efficiency of agricultural resources. Formulate different area policies according to the characteristics of regional agricultural land utilization.
