| In 2020,the national poverty alleviation task was completed as planned,and the first phase of rural poverty alleviation was successfully completed.Preventing poverty return will become the focus of poverty alleviation work in the future,and also marks the beginning of the "post poverty alleviation" phase.The solution of the rural poverty problem is not only a complex practical problem,but also a deep-seated theoretical one,which is worthy of in-depth study and practice.This paper is an attempt under this background,hoping to play a reference role in the practice of rural anti-poverty.This paper introduces in detail the business background,research status,main concepts and basic theories related to commercial health insurance and rural anti-poverty practice.Through the questionnaire survey,we obtained first-hand data,a total of 18 investigation questions and 951 valid questionnaire data.We focused on data analysis in seven aspects,mainly including:individual family characteristics,family health status,family anti-poverty countermeasures The cognition of the anti-poverty function of commercial health insurance,the purchase of commercial health insurance,the protection effect of commercial health insurance,and the reasons why families do not buy commercial health insurance.In terms of analysis methods,the data chart analysis and multiple response analysis commonly used in the questionnaire are mainly used.Based on the analysis results,the four main problems and Countermeasures in preventing rural families from returning to poverty are summarized.Finally,the paper summarizes the research situation of the full text,puts forward three policy implications,and makes a preliminary outlook on the business development trend and research mode in the future.The main conclusions of this paper are as follows:first,the insurance coverage rate of commercial health insurance is relatively low.Among the 951 surveyed households,only 153 have purchased commercial health insurance,accounting for 16.09%.The insurance coverage rate of poor marginal farmers was the highest,reaching 20.83%;Among the families that did not purchase commercial health insurance premiums,374 thought that the premiums were too high,and the response percentage was 32.78%.Second,the income level of rural families and the awareness of health risk management are the two most critical factors that determine the purchase proportion of commercial health insurance.Third,the proportion of rural households using commercial health insurance to deal with major diseases or accidents is relatively low,only 6.62%;48%of rural families believe that commercial health insurance has the effect of preventing poverty.Fourth,commercial health insurance has a positive role in promoting rural poverty prevention,but at present,its role is not fully played.On the demand side,rural families should further improve their awareness of health risk management and increase investment in commercial health insurance.On the supply side,insurance enterprises should consider the practical needs of rural poverty prevention and do a good job in top-level design in product system,function,price,service and other aspects.Fifth,in the process of rural poverty prevention,the government should further strengthen the policy support for rural economic development and improve the purchasing power of rural family commercial health insurance products.At the same time,the government should strengthen the public publicity of rural family health management and enhance the health management awareness of rural family members. |
