In the era of globalization and knowledge-based economy,innovation has become an important engine to promote high-quality economic development.With the in-depth development of a new round of scientific and technological revolution and industrial transformation,high-tech industries have become the main position of scientific and technological competition in various countries by virtue of their advantages of knowledge intensity and high added value.In order to promote the development of high-tech industries and seize the opportunity and initiative of innovation,China’s investment in research and development in high-tech industries continues to increase.However,compared with a large amount of resource input,the innovation achievements of China’s high-tech industries and the economic benefits they bring are relatively insufficient,and the spatial imbalance is more prominent.Therefore,effectively measuring the innovation resource allocation efficiency of high-tech industries and comprehensively analyzing the temporal and spatial distribution characteristics and driving factors of allocation efficiency have important theoretical and practical significance for promoting the sustainable development of high-tech industries and balancing innovation differences between regions.This paper selects panel data from 30 provinces in China from 2010 to 2020,measures the allocation efficiency of scientific and technological innovation resources in high-tech industries based on the three-stage DEA model,and then analyzes the spatial differences and spatial agglomeration characteristics of allocation efficiency with the help of Dagum Gini coefficient and Moran index,and finally uses spatial econometric model to empirically investigate the relevant influencing factors of allocation efficiency.The main findings are:(1)Environmental factors have a significant impact on the investment of innovation resources,the improvement of labor education quality and infrastructure construction can promote the effective use of innovation resources,but the improvement of economic development level and government support will cause a certain degree of investment redundancy.After removing the interference factors,the allocation efficiency value is closer to the economic development reality of each region and is more in line with the objective reality.(2)From the perspective of timing development characteristics,the overall efficiency of innovation resource allocation from 2010 to 2020 showed an upward trend,but there was still a certain gap with the efficiency frontier.From the perspective of spatial distribution characteristics,the regional difference in the allocation efficiency of innovative resources showed a downward trend,among which the regional gap in the western region was the largest,and the regional gap between the western region and the eastern and central regions was very significant,and the interregional difference was the main source of spatial imbalance of allocation efficiency.At the same time,the spatial agglomeration of innovation resource allocation efficiency is gradually enhanced.The high-efficiency areas are mostly concentrated in the eastern coastal areas,while the inefficient areas are mostly concentrated in the northwestern regions.From the perspective of time and space transition,although some provinces have developed in the direction of high efficiency driven by the surrounding developed areas,most provinces have not departed from the original agglomeration category.(3)There is a significant spatial spillover effect in the efficiency of innovation resource allocation,and the industrial agglomeration level and Internet penetration rate not only have a significant positive impact on the efficiency of innovation resource allocation in the region,but also radiate to drive the improvement of innovation ability in surrounding areas.The tendency of independent innovation and the maturity of the technology market can play a significant role in promoting R&D activities in the region.Finally,suggestions are made: First,optimize the input structure and improve the quality and efficiency of innovation.The second is to implement differentiated policies and narrow the regional innovation gap.The third is to improve the innovation ecology and release the innovation potential.The fourth is to give play to the radiation driving effect and promote coordinated regional development.
