| The 20th Party Congress emphasized the importance of firmly establishing and practicing the concept of "green water and green mountains are the silver mountain of gold" and accelerating green transformation from the height of harmonious coexistence between human beings and nature.The 14 th Five-Year Plan proposes to make green transformation a priority,promote green development and harmonious coexistence between human beings and nature.However,contrary to expectations,the total economic volume in Northeast China has continued to decline due to serious brain drain and insufficient investment in technology research and development,and the green transformation has not been realized.Therefore,it is urgent to find a new driving force of green economy and change the development model in Northeast China,and it is crucial to measure the level of green economy development in Northeast China and explore the reasons of lagging behind.Urban agglomerations are important carriers of regional economic development,and promoting the development of green economy in Ha-Chang urban agglomeration is an important part of the comprehensive revitalization of Northeast China.Therefore,this paper takes the Ha-Chang urban agglomeration as the main research object,and selects the Yangtze River Delta urban agglomeration to contrast with it,aiming to learn more about the advantages of green economy development in developed regions and put forward targeted opinions and development paths,in addition to discovering the internal problems of Ha-Chang urban agglomeration itself.This paper compares the concepts and theoretical foundations related to green economy and urban agglomerations through reading a large amount of literature,and introduces the PSR theoretical model to construct an evaluation index system for green economy development of urban agglomerations from three dimensions: resources and environment,economic development,society and people’s livelihood.Based on the improved TOPSIS to determine the index weights and determine the green economy and comprehensive index of each subsystem of 36 cities in Ha-Chang and Yangtze River Delta city clusters from 2015-2019,analyze the development trend of each subsystem and the differences between regions.Combined with the coupling and coordination degree model,we analyze the degree of coordination and development among the subsystems within the green economy of each city,and analyze the spatial and temporal evolution of the green economy development level and coupling and coordination level of the Ha-Chang urban agglomeration.The shortcomings of the Ha-Chang urban agglomeration are analyzed in more depth to provide more experience practices and ideas for the development of its green economy.According to the analysis,the following conclusions are drawn: industrial wastewater discharge and energy consumption are the main sources of resource and environmental pressure,and local financial expenditure and import and export trade have an important role in promoting the national economy.The development of science and technology and education is an important way for social progress,and the transformation of scientific and technological innovation results can achieve real benefits to people’s livelihood.The overall level of green economic development in the Ha-Chang urban agglomeration is low,the level of coordination among internal subsystems is low,and the economic development,resource and environmental protection and social livelihood are in the grinding stage.The core cities are not obvious in terms of their primacy and do not form a "geographic dual structure" in the region,so they cannot exert a radiating effect on the peripheral cities.Finally,in order to promote the development of green economy in Ha-Chang urban agglomeration and compare with Yangtze River Delta urban agglomeration,we should pay attention to scientific and technological innovation and accelerate industrial transformation.In addition,we should take advantage of our own ice and snow resources to develop tourism to create a new economic "growth pole".Accelerate the construction of "Harbin + Changchun City" dual-core internal excellence outreach mechanism,play a core function to achieve regional coordination and integration.Give full play to the talent dividend,and formulate specific policies and measures in talent attraction,talent training and talent retention.At the same time,Ha-Chang city cluster should combine its own geographical advantages,expand the degree of openness to the outside world and enhance its competitiveness.Finally,more detailed policies should be formulated to involve all the participants in the green economy,so as to form a long-term mechanism and promote the sustainable development of the green economy. |
