| Public rental housing is an integral component of China’s housing security system,and its development is considered to be a vital measure taken by the government and the Communist Party to improve the living conditions of low-income households.In recent years,there has been a significant disconnect between residents’actual income and housing consumption expenditure,which has led to an increasing number of low-income households facing severe housing difficulties.Harbin,being a large provincial capital with a significant urban population,has witnessed a steady rise in the demand for public rental housing.Consequently,more and more public rental housing projects have been developed in the city,leading to a growing number of public rental housing units being put into use.During their use,several issues related to public rental housing have gradually emerged,including the living experience and satisfaction of public rental housing tenants.It is crucial to ensure that public rental housing tenants have a positive living experience since it can contribute to enhancing their sense of acquisition and happiness,which is fundamental to their well-being.Additionally,providing a good living experience to public rental housing tenants is significant for enhancing the quality of life of residents and promoting social harmony and stability.The impact of such measures is particularly relevant for the development and social welfare of Harbin City.Therefore,it is essential to investigate the living experience and satisfaction of public rental housing tenants in Harbin to identify factors that influence their living conditions and how these can be improved to meet the needs of residents.Overall,the development of public rental housing in China,particularly in large provincial cities such as Harbin,plays a crucial role in addressing the housing difficulties faced by low-income households.Enhancing the living experience of public rental housing tenants is essential for improving the well-being of residents,promoting social harmony and stability,and fostering sustainable development in the city.Under the guidance of Xi Jinping’s new era of housing security theory,this study takes the concepts of housing security,public rental housing,and residential satisfaction as the starting point,and applies the theories of customer satisfaction,housing gradient consumption,and public goods to comprehensively analyze the residential satisfaction of public rental housing in Harbin City using literature analysis,questionnaire survey,statistical analysis,and comprehensive evaluation methods.The study analyzes the policy evolution and current development of public rental housing in Harbin City.Based on the Chinese customer satisfaction model,a public rental housing residential satisfaction model applicable to Harbin City is established,and an evaluation index system is designed.A survey questionnaire on the satisfaction of public rental housing residents is designed according to the evaluation index system.A representative public rental housing community in the urban area of Harbin City is selected,and a field survey is conducted on the current residents of the public rental housing.The collected data is organized,tested,and analyzed using statistical software.The fuzzy comprehensive evaluation method is used to calculate the satisfaction of residents in various aspects of public rental housing.The study also identifies the existing problems of public rental housing in Harbin City in terms of building structures,supporting facilities,policy perception,location environment,property management,and community identity.Based on these findings,targeted recommendations are proposed in six dimensions,including strengthening housing subjectivity,improving supporting facilities,enhancing governance level,filling transportation gaps,optimizing property management,and improving community identity.This study aims to provide targeted reference and basis for government departments and social management departments to improve the residential satisfaction of public rental housing in Harbin City and promote the healthy and sustainable development of public rental housing in Harbin City. |
