The tobacco industry is a special industry in our country.In fact,China's monopoly management system has the nature of state monopoly,so it has also won the economic benefits that can not be ignored.It has made great contributions to our tax revenue.In recent years,the tobacco industry has made a certain development,but because of some subjective and objective problems,the tobacco industry itself has a poor working enthusiasm in the actual situation,affecting and hindering the further development of the tobacco industry.At present,the international pattern of smoking ban has been formed,the situation of the smoking ban is very severe,and the structural reform of the supply side,and the tobacco industry has also carried out the market-oriented reform.The tobacco industry mechanism is constantly updated and the personnel system is constantly reform.The existing performance management system has been unable to meet the needs of the development of the situation.It is of great practical significance to keep the performance management system in the tobacco industry with the times.But the real problem is that the research on the tobacco industry,especially the tobacco monopoly system at the grass-roots level,is still relatively small and relatively weak,and the running time of the performance management system is short,which leads to some problems in the performance management of the tobacco monopoly system at the grass-roots level.Although tobacco monopoly system is of special nature,it still belongs to the category of state-owned enterprises.The theory of enterprise performance management is also applicable to tobacco monopoly system.Therefore,choosing A City Tobacco Monopoly Bureau as an empirical research object,we can use the theory of enterprise performance management to analyze its performance management.Through the investigation,the following problems exist in the performance management operation of A City Tobacco Monopoly Bureau: lack of recognition of performance management,unscientific performance evaluation index setting,lack of effective communication and feedback,and no significant incentive effect based on performance assessment results.The main reasons for the analysis are the lack of ideological attention,the special system and the large difference between employees.In view of the causes of the problem,the following suggestions are put forward: to create a good atmosphere for performance management,to set up a reasonable performance evaluation index,to strengthen the communication of performance guidance and to establish a perfect incentive mechanism.On the spot,the research methods,a large number of questionnaires,and the theoretical framework,make the research more pertinent and more detailed.Through the study of a point and the whole face,it has a certain reference value to the performance management of the tobacco monopoly system at the grass-roots level.
