An Empirical Study On Performance Management Of The County-level Tobacco Monopoly Departments

The performance management is the bond of all the management activities and the important means of motivating the staff within the organization. With the development of society and the department of tobacco monopoly, it has become increasingly important to improve the standard of the performance management. After its introduction to China, the related researches are being richer, and some organizations have built good performance management systems and achieved nice results. But due to the institutional and historical reasons of the tobacco monopoly departments, its theoretical and practical aspects are still at the stage of exploration, although some work has been carried out.This thesis is based on the theory of performance management and the theory of government performance measurement,aiming at doing research on the status of performance management in Pinghu Tobacco Monopoly Bureau.On the one hand, the situation of performance management in the Tobacco monopoly department was summarized on the basis of the documentation,on the other hand the author carried out a field study about performance management in Pinghu Tobacco Monopoly Bureau in order to evaluate its situation,summarize its experience,point out its shortcoming and then give some suggestions to improve its performance management.The innovation of this thesis is that it combines the practice of the county-level tobacco monopoly departments with the theory of performance management and the theory of government performance measurement instead of doing a general theory study.
